Yesterday, 9/25/08 at about 4 pm I picked up my 4 year old son from his preschool in Burbank, California near the intersection of Alameda and Glenoaks. I was parked on the street in the front of his school. I made a U turn to go to the opposite way of Alameda and I was immediately pulled over by a Burbank motorcycle officer, last named Peterson; a man in his mid 50's to early 60's, fair skin, light hair. I saw his lights and immediately pulled over, there was no where I could stop because cars were parked very tightly on the side of Alameda, right before San Fernando Rd, so I stopped where I could and that was blocking a driveway to an apartment complex. I put the car on park gear, I pulled down the windows and I put my hands on the steering wheel and waited for the officer to approach my car.

Upon approaching my car, he immediately started HOLLERING, not talking, YELLING AND SCREAMING at me in a VERY HIGH TONE OF VOICE saying, "What do you think you're doing! Making a U turn! You just violated three traffic laws! You should not be driving!" and on and on. I could not even get in a word, I was not going to argue with him, I then and there realized I should not have made that U turn, but at this moment, within 30 seconds of him approaching my vehicle and starting to yell, I immediately realized how scary this officer was and I immediately felt intimidated and scared. I immediately asked him nicely if he could please not yell because he was scaring my 4 year old son in the back seat and the officer kept going off...I mean, like angry...like the type of tirade you see in movies. I have NEVER EVER EVER been treated like this by ANY police officer EVER.

I could not believe this was happening. The more I pleaded for him to lower his voice, the more aggressively, loudly and condescendingly he screamed. I HONESTLY FELT SCARED AND I STARTED SHAKING AND CRYING. My son started to say "stop yelling at mama" from the backseat and asking me in a very scared voice, "mama tell that man to go away" and he soon started crying. I felt like I was in a surreal moment, I felt like he was going to ask me to step out of the car and beat me or something, this man was angrryyy. I gave him my license, registration and insurance and soon after, a Glendale city police car pulled up behind his motorcylce. Glendale and Burbank are divided by Alameda so I thought it was logical the Glendale cops be there.

When Burbank Officer Peterson realized the Glendale police had stopped and was standing behind him, all of a sudden he started calling me "ma'am" and calmed down a bit. I was so scared and shaking, and crying as was my son, that a one of the Glendale officers gently came to the side of my car and asked if I was ok, and I said no. He said if he could talk to my son and I said yes. He tried to give my son a sticker and asked my son if he was ok and my son said no, "I'm a little bit scared" ....I could tell by the look on the Glendale officer's face that he knew the Burbank cop had really ripped into me IN FRONT OF MY SON, no less. Since I was blocking the driveway to an apartment building, there were several cars waiting to get out of the complext and while the Burbank Officer was writing up the ticket, I moved forward a few feet so the cars could go by and IMMEDIATELY put my car in park again so the officers would see I was just trying to let the complex's cars go out. I NEVER EVER INTENDED TO RUN AWAY...why would I move forward one or two feet at 2 miles an hour and immediately put my car on park if I wanted to run away?

The Burbank Officer then came over and starts YELLING even louder, very abusively, "YOU MOVE AGAIN AND I WILL GET YOU OUT OF THIS DAMN CAR AND ARREST YOU AND IMPOUND YOUR CAR!!" Forget trying to tell him I was trying to let the THREE OR FOUR cars I was blocking out, he was screaming and all I could do is cry an shake and plead for the FOURTH OF FIFTH time to stop shouting and scaring my son, and I then said I was going to call 911 and he immediately yelled, "CALL 911 LADY! I AM 911!!!!"

Again, never in my life of growing up around Burbank have I ever ever been treated this way. My son was yelling and scared, I was horrified and the Glendale cops were standing there, looking to scared to intervene. I felt totally defensless and verbally and emotionally abused like I never ever have before by anyone.

Finally he let me go and I drove to Burbank Police Headquarters that's just 2 minutes down the street and I walked in holding my son, both of us sobbing and shaken. I muttered out words as best I could, and showed her my ticket so she could see the Officer's name to the receptionist for help to talk to someone and she had me sit down, I just kept crying and I called my husband. After a few minutes, a Sargeant who is Officer Peterson's supervisor walks out, very coldly and says he had spoken to Peterson and he had said "things got heated"...I started sobbing, I could not believe it. The Sargeant made it very clear with his face and body language that he didn't give a s**t. I grabbed my son, walked out sobbing and drove home. I got home and my son was crying, telling my husband that "the police man scared us and was yelling at mama"...I sobbed for about an hour and I felt so uneasy the rest of the night, I slept but 2 hours maybe.

I feel very very traumatized by this and I fear my son will never ever be able to trust a police officer again so I'm looking into taking him into therapy immediately.. This all happened yesterday evening. I need help. I plan to file suit against Burbank and the Burbank Police Department so this never, ever happens to ANYONE again.

Stanley, clare, stacey, leonard, robert and all you other idiots: yes, tila violated a traffic law and potentially put her son in danger. So that means an arrogant egotistical bastard police officer needs to scare the crap out of her son? Her son didn't do anything wrong. If she would have been alone it wouldn't have been as traumatizing- knowing your child is scared shitless is the worst part. The officer had a right to be concerned, but he could have had mom step out of the car and had a talk to her on the side, out of the sons earshot. You can make someone feel guilty and bad about something dumb they did by explaining the seriousness of their actions with a stern and serious voice, giving constructing critisicm, NOT screaming in their face! That poor little boy did not have to experience that tirade, it will just give him disrespect for officers. A police officer has the duty to set a good example for the community by not lashing out unless neccessary, and this was not neccessary!! There are more mature ways to handle situations like this. Those who say Tila deserved it-you never made a stupid mistake in your life? Im sure Tila regrets that mistake and is thankful her son is safe so dont add to the guilt a mother always feels anyway. The only time an officer should act in that manner is if they feel their life is in danger. Do you have a child? Do you know what it's like to see that child hurt? It's the worst pain a mother can feel. At least a mother who puts her childs cares and worries first. You're probably the parent who feels your child is a "choice", not a gift and could care less about how they feel, just as long as they are in day care so you can live selfishly and make more money. To Tila, yes you did a wrong, but I have done many wrongs myself. No one needs to be treated that way, especially a child. Explain to your son that most police officers are good, but the truth is that some are unhappy with their life and take it out on others. A sad fact. Complicated times our children have to grow up in.

I think you are skipping a part in the story of what you did. You said that you only made a u-turn but the officer said you violated three laws. You probably did something else like make a u-turn in front of oncoming cars. I know most burbank police officers, and they wouldn't yell unless you did something really bad. You are making a report, a report you have to include everything, even stuff you did wrong. So why don't you tell us exactly what you did wrong and not just what the officer did, because you had 4 paragraphs on exactly what the officer did wrong but only 2 sentences on what you did wrong. So next time why don't you tell us everything, not just the stuff that will make you look good to other people.

Lana,

I am not perfect. But I know enough about the rules of the road to not make an ILLEGAL U-Turn(which the Tila admitted in the original report). I also know enough that if I am pulled over, you pull over, you put the car in park, turn the engine off, and follow the officers orders. So unless the officer tells you to move forward..YOU DON'T.

Oh and yes the roads are much safer when EVERYONE follows the rules of the road.

By the way to Tila how is the suit going that you were going to file against them? Please post the Court and Docket Information so that everyone can follow it along.

Let me tell you - The Burbank police is a lot better than the crooked, lazy creeps that run the Pony Police. We fired the last chief James Browne and they replaced him with a Jewish guy named Tony Sperl. This guy runs around town wearing one of those jew beanies on his head. I now wish we never got rid of Chief Browne.

I hardly think that being issued a traffic citation is justifiable grounds for voicing your opinion on a forum of this nature which is mostly reserved for consumer concerns. You weren't ripped off in any way, you were just simply caught violating a California vehicle code section, that's all.


Yet to vent your anger about the upcoming court costs and subsequent fines imposed, you feel it necessary to slander the good name of a fine upstanding police department like Burbank because you're trying to rationalize your actions when in fact you should save all this anger and frustration for the judge.


After all, the US constitution tells us you're innocent until proven guilty. But not to quote Robert from Irvine, (because he ripped me off in my trade mark comment, "there are always two sides to every story") yet in this case, there are three sides to every story, your side, his side, and the truth in between.


As you said yourself, Burbank is adjacent to the City of Glendale which of course, gives the neighboring police agencies jurisdiction in the next city, especially when it comes to backing up a fellow officer. What you probably didn't know was, Glendale PD, like any good neighbor were monitoring Burbank's police radio broadcast of a traffic stop (that being you) and the officer probably said something to the effect of requesting one unit to assist due to an irate driver. That again, being you.


What we don't get to read about is what prompted the officer along with the visual observation of writing you a citation. In other words, what else did you do to have him remind you he could also write you for two additional traffic violations? What else was said? What did you call him? What really went on in that law-abiding city?


My brother in law's cousin's next door neighbor is married to a Burbank cop and he came out here to Hidalgo County for a family barbecue one summer about three years back. The endless stories he told us about the Armenians who come here to the US with their arrogance and criminal intent on being welfare cheats! It's enough to make your blood boil.


The other concern is, Burbank is next to a city which has now become infested with all these Third-World non-deodorant wearing smelly Armenians, who as we all know are famous for speeding, violating the rules of the road on a daily basis and just having a careless and arrogant attitude toward everyone especially when it comes to law and order. Are you one of them?


As for the screaming, crying kid in the back seat, if I were the officer issuing the citation for the illegal U-turn, and if your last name ended with the letters "IAN," then I wouldn't be satisfied with just asking you to sign in the red box, with the promise to appear. Assuming that you're one of those ignorant, rude, Armenians that the Burbank cops have to deal with on a daily basis, I would have called the City's Animal Control dept. and have that screaming little bastard in the back seat muzzled and put on a leash where he would have been hauled off to the City's Animal Shelter.


These are reasons why I think it's a lot safer in Weslaco.

Dear Robert & Clare,

It is quite unfortunatate that the two of you feel it necessary to use this Public Forum to join the the Police Officer, who in my opinion, yes, my opinion, verbally abuse this woman and her son. All the two of you have accomplished is to make yourselves sound self-rightous, insensitive and cruel.

Yes, you're right, that there are "two sides to every story", but, again, IN MY OPINION, and I capitalize MY OPINION, because the two of you, including myself have not adhered to Ripoff's "Rebuttal Guidlines". This forum is to give consumers an opportunity to express that they have been mistreated, mislead, verbally abused, ripped off, etc...

For the record, I had the opportunity to work for my local Police Department (in-uniform and as a civilian), and I worked with some wonderful police officers (men & woment) and I worked with some that in my opinion were an embarrassment to the Department. Some peoplo just shouldn't wear a badge, and I would think that Police Deptartments know which ones are truly an asset to the public and which ones are a libility. Just so you know I still work with police officers today, but in a civilian position.

Tila, I wish you well. I hope this experience doesn't cause you or your young son to mistrust all police officers. There are good people and jerks in every sector of life, regardless of their profession. However, we should be able to feel safe with our men and women who uphold the law. Yes, you made a mistake, but He could of given you a stern "warning" without the intimidation, screaming and threats...Sometimes, some officers have either been on the job too long or they are just miserable human beings by nature.

It is really a shame you learned nothing about what you did wrong. Your upset son could had been killed, since you were too lazy to go up to Glenoaks then make a right then another right at the next corner. In the morning and evening at Alameda and Glenoaks it is a mad house and you, you had the nerve to make a U turn it was so reckless to put yourself, your child and others at risk of loosing their lives or injured for life. I think if I was an officer I would had cited you for child endangerment. As you evidently did not learn from a simple ticket.
So think about it,who upset your child. You did !! Learn how to drive, as safety is highest priority. Hug your child and tell him you are sorry for putting his life in danger.
Saying I am sorry, and paying for a ticket is not enough in this case.Thank the officer.

Umm...

So you make an illegal U-Turn and get caught. If everything happened EXACTLY as you stated(remember there are two sides to every story) then he would be in the wrong.

But there are several interesting things about this.

First if you were blocking a driveway the police officer would have instructed you to pull forward or continue to a "safe" place. The only reason they wouldn't do this is if he felt your driving was endagering the public, or where you were was okay.

Perhaps when you made this U-Turn a car was coming the opposite way and you almost crashed. You said you were "immediatly" pulled over so perhaps it was even the officer you cut off. That alone could set the tone that you "should not be driving".

Later you also started you decided to "move up". Did he tell you to do this? Did you tell him you were going to? How is the officer supposed to read you mind and know you are not trying to run. You would not have been the first person who gives all of their information and then "freak out" and run.

Do you have any witnesses to this incident. What about the Glendale Officer? What about other people going by, this is a highly populated area.

Very simple solution to this problem

File a formal complaint with the Internal Affairs Division. It would be my guess this isn't the first time he's been a problem. Both him and his supervior will have to answer to I.A. for this.
