Business Recovery Services called repeatedly even after I Bought the Recovery Kit for $199. Phone # (480)964-5725 They claim to be able to Recover Money Paid to Internet Business "Horizon Technologies" Millinimum Plus GPS tracking Device I.E "Angel Star Sales" Tempe AZ as well as other companies such as MoneyWayz. The "Recovery Kit" contained short paragraph letters addressed to Fraud Department of Arizona Attorney General, BBB, US Postmaster, Discover Card, American Express, Mastercard, and VISA. The letter simply said I needed their help in Recovering my money Paid to "Horizon Technologies" Millinimum GPS by Credit Card, They collected money in a fradulent & Unscrupulous manner and that they never preformed the Services. I Mailed the letters and Received Responses that No one could help Recover the money I lost since more than 60 days passed and the Company "Horizon Technologies" Millinimum GPS Failed to Respond. I found out that "Horizon Technologies" Millinimum GPS was not in Business as of January 2009; dissolved, Nothing. I could not recover my $7350. Business Recovery Services told me that didn't matter, those letters don't work anyway they sent them because they were Required to. They said to sign a contingency form & mail to Business Recovery Services e Broadway Road Mesa Arizona. For 25% of Money Recovered, They would get the Credit Card Fraud Department to Return my Money even though the Credit Card Company said they could not help me. Business Recovery Services Form wanted New Credit Card numbers to charge the 25% fee to after the money Recovery?

This complaint is a sad testimony to how misinformed our state, federal, and consumer advocacy agencies are regarding a client's ability to recover their money from a company which is out-of-business. There are several issues within this letter which need to be addressed.

First, Business Recovery Services NEVER told this client that the letters don't work anyway. Business Recovery Services has had many former Horizon Technologies' clients who have recovered their hard-earned money just by mailing in the kit's contents. Business Recovery Services cannot guarantee that a client will recover their money just by mailing in the kit's letters because every case is different. However, Business Recovery Services has recovered well over one hundred thousand ($100,000) dollars just for former Horizon Technologies' clients. To verify this information, please go to Business Recovery Services' website, www.businessrecoveryservices.net.

Second, the state, federal, and consumer advocacy agencies really know very little about recovering money from credit card companies. For example, this client did experience first-hand how easily these agencies will pass the buck and say that they cannot do anything. However, Business Recovery Services is quite knowledgeable in this arena. I have attached a letter from the acquiring bank of Horizon Technologies (Powerpay, LLC) and the response of Business Recovery Services for your perusal.

As you can clearly see, Business Recovery Services has been very effective in recovering money for former Horizon Technologies' clients. After all, if Business Recovery Services was not effective in its efforts, then we would have NEVER received this letter.

Dear Mr. Hessler:

Fennemore Craig, P.C. represents PowerPay, LLC (PowerPay) in connection with its contractual relationship with Horizon Technologies, L.L.C. (Horizon). PowerPay provides merchant credit card processing services, and in particular provided those services to Horizon in connection with its business. As a consequence of that relationship, PowerPay is responsible for making payments to credit card providers when card customers make claims for chargebacks.

We are informed that you and your organization are soliciting former Horizon customers to make chargeback claims to their credit card providers. We are further informed that you are facilitating or otherwise inducing these chargeback claimants in making false statements in order to secure refunds to which those customers are not entitled. This conduct is causing PowerPay considerable harm.

As such, PowerPay hereby makes demand that you and Business Recovery Services, LLC immediately cease all actions to solicit chargeback complaints against Horizon, or to otherwise assist in the preparation of chargeback complaints against Horizon. PowerPay further demands that you provide written verification of your compliance within ten (10) days of this correspondence. Failure to comply may result in PowerPay pursuing further legal action against
you and Business Recovery Services, LLC.

This office represents Business Recovery Services, LLC. Your letter of June 12th, 2009 has been forwarded to me for response.

We are surprised that Powerpay, LLC would step outside the chargeback process in order to attempt to halt legitimate chargebacks. As a credit card processing servicer I am sure you are aware that your client has agreed with both Visa and Mastercard to abide by their chargeback process requirements. All the chargebacks that have been obtained by my client on behalf of its customers have been obtained by following such requirements. Making this demand is outside that process.

Further, your client is responsible for losses suffered through chargebacks occasioned by unscrupulous marketers of misleading and worthless products. It is also responsible for merchant chargebacks even when the merchant is unable to honor such chargebacks. With the closing of Horizon Technologies, LLC that obligation may well fall on your client. It is a risk that your client assumed.

According to the Better Business Bureau, Horizon Technologies, LLC is a subsidiary of Net Direct Marketing, LLC. A common principal to both entities was or is Chester Frank Bissett, who recently has plead guilty to fraudulent conduct with respect to selling websites that sell GPS devices and seller- assisted marketing programs that promote the website. He awaits sentencing. Another Net Direct Marketing, LLC principal, Paul David Angel, also pled guilty to fraudulent conduct with respect to selling websites that sell GPS devices and seller-assisted marketing programs that promote the website. He also awaits sentencing. Ironically, according to the Arizona Corporation Commission, the last name of the members on record for Horizon Technologies, LLC is Angel.

Under both VISA and Mastercard USA Operating Regulations, your client had an obligation to perform a thorough investigation of Horizon Technologies, LLC before accepting Horizon Technologies, LLC as a merchant. Powerpay, LLC elected to assume the risk of processing Horizon Technologies, LLC's VISA and Mastercard sales and must look to Horizon Technologies, LLC for recompense.

My client has made and makes no misstatements, at any time, to anyone, in order to facilitate its customers obtaining chargebacks (refunds).This is categorically denied, and strict proof is demanded of such allegations. We demand to know who said such false statements have been made. We will investigate every allegation. Please provide all necessary information to this office for a complete investigation at your earliest convenience.

My client, accordingly, declines your demand that they Cease and Desist. After receiving the requested information and investigating same, we will further respond to your letter.

Services is a crock of deceit!  They use fear tactics and bully tactics
to take money from scared people in a downturned economy.  He and his
entire staff have been verified to have rap sheets that all include
felony fraud.  Don't give him a dime!!!!  RUN RUN RUN!!!  Brian Hessler

One Scam on Top of Another

First AzadSpecialties of KS reports that Mr. Hessler's material is woefully lacking and ineffective.


Then Mr. Hessler is posts the response of an attorney working for the someone that had made a complaint using Hessler's materials.


Azad states that everyone rejected or did not respond to the letters Mr. Hessler had created for them.


The attorney moves for a ceist & desist for wrongful chargebacks against his client.


And Mr Hessler gets to advertise his company in his letter. 'Give us a call!'


Clearly Hessler's approach is to make complaints through all possible venues: State Attorney Generals, Better Business Bureau, US Postmaster, and credit card companies. You can do that without spending $200 for boilerplate letters. Ask your credit card company about chargebacks. They will tell you the limitations.


Mr. Hessler's tactic is to claim the charge was in a "fraudulent & Unscrupulus manner & they never performed the services."


Which is ironic, because it appears that is what Hessler does.


And if the letters don't work...for 25% fee, he'll go to bat for you! What a guy! 25% here...25% there...print off letters from the template for $200 each...easy money!


At the AZ BBB, he has 9 complaints, all in the past year. His 'return policy' is a joke - no return unless there was an error in filling your order, and they have two tries to make it right.


Slippery slope warning! Stay away from this guy...never throw good money after bad!
