I vacated an apartment over two years ago with legal notice at the end of my lease.  I payed the electrical bill the following month knowing that some of the usage was included in my billing cycle.  Anything used after that following month that I was not there and payed for is not mine.  I payed my part even after I vacated.  It will have to be left up to someone else to figure out how the usage occurred.  Maybe a new tentant, maybe an act of piracy, I don't know.  I do not mind paying for what is mine but this bill that I've received from them is not mine at all.  If there were actually a mistake on my part, one would think that they would contact you much sooner than waiting over two years.

Must make sure to disconnect

Hi!  Sometimes due to certain situations (divorce, eviction, moving) the customer doesn't disconnect the services.  Most likely you forget to (or didn't) disconnect services, thinking your landlord would do it for you.  If you willingly leave an account open then the creditor can come back to you to hold you responsible for the charges.  They probably were mailing you the bills where you had the service, and then you didn't get them.  So...what happens is the bill goes into collections for non payment.  If you don't feel responsible then send a dispute letter to them.  However I have found that utilities companies are less than sympathetic when it comes to disconnection.  If it was never done then they want the customer to pay the bill.
