There are a couple of questions that I have about this one.
1.) Where you actually informed by the website itself that a refund will be issued?
If so, then CCBill employees in the call center will not know right off the bat that the website itself had authorized a refund for not being able to access the website. the best thing to do is, save all corresponding email from the website and yourself and ccbill will respond to you and ask for a proof of prior cancellation. those emails will be sufficient enough to recieve a refund no problem.
CCBill's intent is not to rob you of your money. They were hired by the website owners or operators to process their payments and handle simple customer support such as access.
The CSR you may be speaking with or emailing will usually try everything to get you access to the paid for website, if this does not work, they will forward the issue to another department and pretty much tell the operator, "you need to fix it or give a refund." if the problem is fixed, then you will be given how ever many days it took to fix the problem. If the problem was not resolved, then a refund will be issued no questions asked and you'll see the money credited back into your account within 3-5 business days, depending on how long your financial institution processes information. REMEMBER: ask if there is some sort of confirmation number, they WILL be able to give you one
Another thing, if you cancel the subscription online, via the webform or email. ALWAYS ALWAYS ALWAYS keep a copy of the cancellation email they send back confirming the cancellation. If cancelled via phone, then make sure you ask for a confirmation number.
You also have to think, all of these people that write reports on this site, are pissed of customers who did not get what they wanted. they wanted their money back or their kid did the charge or a spouse did this in secrecy. if any information matches on the page, that pulls up for the CSR, to that of the caller or caller's family member or friend, a refund will not be issued.
