i have similar problem. in dec 2012 i paid for a one time charge to do a check on someone. yesterday; 1.10.2013, i see my account has been charged again. i have a temporary refund from chase, but in the past they are not reliable. when another company ripped me off for 35 dollars, they did the same thing, and after their, 'investigation', they recinded the refund.
I assume these fradulent companies have something in place when a bank calls to ask, (don't know how they can check), but even if they send them documents obviously they would be fraudulent.
