Cafe Cups Places order without confirming for a higher price than advertised, Internet

I had seen this advertised for $10.99 plus S&H.  I went to their website and it also advertises $10.99.  They require that you enter your credit card information to initiate the order process and then go through a long an confusing set of options that significantly adds to the price.  I did this, when I got to the end, the price was ridiculous, so I simply closed the browser assuming the order would not be placed.  

I never received the order but in several weeks started to get emails saying my credit card information had been declined.  My credit card had been renewed in the meantime.  After that I continued get multiple emails about the credit card being declined and was asked to log on to the website.  I did in order to cancel the order but was informed that canceling would require a phone call.  I called but after a half hour of being on hold, gave up.  I sent an angry reply email to them asking the order be cancelled, which I got at least 3 confirmations that it was.

I then within a few days got a confirmation of another order for a different price.  I went online to check in out based on the order number provide, but was informed that there was no order with that order number.  I assumed it was a mistake until yesterday when I received a shipping confirmation.

I have never seen a website that requires credit card information to start the buying process.  I should have known better.
