California DMV refused to generate commerical vehicle registration sacramento, California

In 2007 I didn't receive the commercial registration for my vehicle till mid October, allowing me 1 1/2 months to earn for a year- impossible.In 2008 again paid in full never received said registration, finally without the help of Assemblyperson Huber's office- I got them in January of 2009 never got to use my truck the entire year. I did get a letter of apology from the IRP division (international registration plan) of DMV stating it was a electronic error on their part. This action over the 2 years cost me my home a bankruptcy and loss of my hard earned business. It was as if someone came by my truck and
nailed the tires to the ground rendering it unable to move. I have gone through the process of filing with the state of California victims compensation board and now have the states permission to file a lawsuit in civil court, need an
attorney have all my paper work filled out but can't find a statute to put on it.
