I enrolled in the PhD program for Curriculum and Instruction through Capella University's online coursework. After completing 3 semesters I found out that the program is not approved for licensing through any state in the United states.

I now owe over $20,000 for classes that are non-transferable to a local university. UNC will transfer 6 of the credits, therefore I will need to start over at a NC approved university in order to receive a degree that will allow me to teach at the university level.

I can't help but wonder who holds the online universities accountable and why FASFA allows financial aid to these programs. Is there a government organization I should be reporting to?

Um, what?

First, getting a real Ph.D. from a real university (as opposed to a diploma mill like what you listed) takes 5-7 years of full-time work and requires doing research and publishing papers.  Classes are just about the least important component.  Second, becoming a faculty member at a university requires far more than just a Ph.D.  Even a Ph.D. from Stanford won't guarantee a faculty job; if it's not from a top-20 school, you might as well forget about it.  A PhD from Capella is (maybe) useful for some jobs (like teaching) that give you a pay raise based on academic credentials, but seriously, nobody would consider that anything more than a piece of paper that you paid a lot of money for.

The Federal aid system is highly corrupt, because these for-profit corporations have been lobbying the bureaucrats in the Department of Education for years to allow funding to go to them.  However, a simple Google search would have uncovered the fact that they are more-or-less a degree mill.  If this is indicative of your ability to do research, then I would not advise trying to do a PhD at a real university.

What one really has to wonder is how someone who presumably has a Master Level Degree when deciding on a "College" to attend didn't check if they were approved?
