They said it would have to be paid with a prepaid debit card by western union. They couldnt take the money from a bank account because they but a black mark against my account.

So, if you did get this loan and didnt pay then you have to own up to the consequenes that you signed up for. Unfortunatly these types of loans cater to those desperate for money and charge them outrageous interest and half of the time the customer has no means to pay the loan back.
Now-if you are telling us that you did NOT take out the loan you need to file a report with the police and dont send the money.
