Certegy Payment Recovery Services ripoff, my check is PAID IN FULL but I can not clear/write checks for 21 days at any retail company, or open any bank accounts-until they move my name from the national check database St. Petersburg Florida

I wrote a check that didn't clear on 7/25/2005. The check was redeposited and cleared my bank on 8/8/2005. I received a letter from Certegy Payment Recovery Services regarding the check.

I called to let them know my check has cleared. I got a recording telling me that they had my check and redeposited it, and after 21days my name would be removed from the national check database. Since they were not told by the bank if the check cleared and when, they would automatically wait 21days.

In the meantime I can not write any checks at most retail stores because my name is in the database and it will decline my check. I also can not open any bank accounts if I needed too. This doesn't seem right since my check has cleared and has been paid in full!!!!
