I am a consumer of Ciba Vision Air Optix Contact Lenses but they don't seem to care the least bit. I submitted my mail-in certificate with ALL the needed materials, including all the UPC's from each box, my dated sales receipt, and the copy of my original eye exam.
I was supposed to get a $20.00 rebate for my purchase but now they say it is only good for "first-time" purchaser. No where was this stated when I was buying them.

He is right, call CIBA back to have either Terrell or Joy take a look at your rebate, if anyone there can fix it to make it right, its one of them.

Yes, the rebate form does say rebate only good for the first time "FITTING FEE", but I am not asking for that back, only the $20.00 rebate for the Air Optix Aqua LENSES only. Why does a company that gets your business but doesn't want to keep it? If this don't get righted, then I will go back to Acuvue or other brand because Ciba Vision doesn't want to retain their customers in the long run it seems.

Do you have the rebate slip still?  If not, you can probably get a copy from the office that prescribed your lenses.  If it was online, I have the information right here.  

I am the manager of an optometry office, and I'm familiar with most of the current rebates.  Unfortunately, a lot of offices don't tell you things like this.  They tell you "Oh, you can get $60 back if you order an annual supply of this lens!" but they don't tell you things like that, it's good for new wearers only or any other nuances.  

If you're referring to the online rebate, I'm reading it right now and it clearly states under the terms and conditions:

"Offer is not valid in combination with any other offer or rebate. Only new wearers to the brand are eligible for the fitting rebate. Allow 6-8 weeks for redemption."

Have you tried contacting Ciba?  In all honesty, the only way they know that you are not a new wearer is if you've submitted rebates for that same lens before.  If you have, they won't budge.  Sorry about the trouble you're having.  It stinks for sure.
