I received a Citi prepad card which is loaded by a company I donate plasma at. I attempted to get a cash advance from the card at my bank and it did not go though. Later that day I was charged a fee of 25 cents for the declined transaction. Upon further review of the terms of the card and the associated fee schedule no where did it indicate that a cash advance transaction is not allowed or that there is a fee for declined cash advance transactions, only for declined POS or ATM transactions (which are allowed according to the rep I spoke with). Therefore they blocked a transaction because it wasn't allowed even though their terms did not specifically state is it no allowed and they charged a fee which is not indicated on their fee schedule. Furthermore the stated the fee is valid and refused to refund it. The fact that they are charging this fee without it being documented that I cannot perform that transaction or without listing that transaction type as applying to the decline fee on the fee schedule has me questioning what other undocumented fees they try to charge.

After filing this complaint with the Consumer Financial Protection Bureau and the Better Business Bureau, Citi responded by stating the fee is valid but as a "one-time courtesy" they have refunded the fee back to me.
While I am still upset that they are standing behind the practice of charging fees not in their fee schedule I am at least happy that they refunded the fee. In the future I will not try to use the card for any more cash advance transactions.
