CitiCard / Master Card. Were paid off with a check sent to them by citifinancial and they say I still owe. Des Moines Iowa

They have grown so big they think they can do what they want. I'am not they only person I know who is having a problem with citicard. They also have bought out sears acct,s and I have had one with them for years and now I owe like 300.00 more than I did. They also own BP, Amaco, Shell, gas cards. They have tacked on extras to that.
They also had my credit report flaged anytime someone looked at it or made a report against it, all of a sudden i would get a call from citicards com. I mean right away. Is that legal?
