The City of Fresno is covering up sewer vandalism that is behind an elder abuse, real estate theft, insurance fraud operation being run throughout Fresno/Clovis. Without a proper (or any) investigation, they determine sewer floods to be due to their "negligence in sewer maintenance" when in fact, they are due to very deliberate and intentional vandalism by people who turn the clean-up into an opportunity to rob and switch built-in cabinets, appliances, etc. The ring-leader is a former appraiser for the City of Fresno. Also an insurance agent and estate planner, who preys on the elderly.

Sewer floods also create mold. These are people who rent homes and the first thing they do is tear out the kitchen and bathroom tile/counters and flooring - then replace it, informing the owner it was necessary! Sometimes demanding free rent or a discount in exchange for their "services." Even attempt to sue them in court for reimbursement! Sometimes the landlord appreciates it. But as nice as it may appear to be, these people have gotten into the plumbing and sewer lines for what is to come. Mold, that no amount of repairs, re-roofing, painting, etc. can stop or control. They sue and they win. With insurance agents in the group, conspiring with the property insurance agent can result in cancellation as the damages escalate. With no insurance, and another law suit, the owner is OUT.

Sewer floods and gas-line vandalism are documented with the City of Fresno, PG&E, Code Enforcement, Police, etc. With the City continually determining these instances to be a result of their negligence, rather than vandalism, a series of reports on file serve to make it appear as though it really WAS the City's negligence or faulty lines when these properties end up on fire or a gas explosion. No one questions anything. Fraudulent insurance claims are filed and rebuilding begins on the property that was just acquired by fraud. That is one way this group is acquiring property and having it remodeled to accommodate their plans, at no cost!

Electrical fires are also quite common among this group. Electrical fires not only serve to hide evidence of theft and vandalism carried out i.e., switching of doors/moldings/cabinets, tile, toilets, etc. to other homes. Claims are paid for the remodeling phase. And of course, ongoing mold lawsuits.

Once this group targets someone's property as their next acquisition, they methodically begin to move into the neighborhood, taking over both sides of the street. Should their victim one day realize what has been going on right under their nose i.e., lawn excavated while on vacation; entire house gutted and put back together in preparation for a fire (walls insulated with shredded newspaper); awnings and rain gutters switched; scream for help; etc., these neighbors claim not to have seen or heard anything.

With their victim surrounded, the theft and vandalism are ongoing. With no sign of break-in, the victim appears "crazy" and a "liar." No police report given to the "crazy" person. As the theft and vandalism continue, reporting it only makes the victim appear worse. There are locksmiths among the group. And alarm companies. Licensed contractors. And more.

I'm the one who got away - at least temporarily. The pictures that the risk analyst took of my outside sewer vent before, during and after the switching of it, are being kept hidden. All of my pictures of that area, as well as the garage apartment, were removed from my photo albums and switched with scanned and altered pictures making it appear that nothing was changed.

Not only did I find negatives which prove that is not true, after seeing aerial views of my property and family's 2 estate properties next door, I got my shovel out and uncovered more evidence of the switching - brand new claims on old rotted pipe. 1 of 2 areas the sewage was coming from. And since these pipes are separate from the house, according to the risk analyst, her pictures would prove far more than the obvious. (She knows that.) The aerial views also show that the vandalism between these properties was/is linked, regardless that the risk analyst insisted that was impossible.

Plans for taking my family's properties over, as well as my house next door, began many years ago. The appraiser knew that the property value was going to skyrocket in this area of town. Just as he knew that I would eventually be named Trustee of the property. He and his group are behind the tenants who caused all the hell and fraudulent law suits. Behind the smokescreen, records show ongoing sewer and gas-line vandalism. All 3 properties were being stripped and appear to have been set up for the final phase.

After severing me from every person I know, fraudulent documents naming this insurance agent, "Successor Trustee" were recorded. (Property in an Irrevocable Trust!) My family was run off the 2 properties next door - but not as planned. This man's sneaky, behind-the-back interference in my property insurance backfired. We all lost. At least to date - this man and his group intend to finish what they started and follow through with their plans of rebuilding. As a matter of interest, the new deed to the property appears to be more fraud - the bank named has never heard of this person, nor is it their loan number. More proof of what I reported the insurance agent for LONG ago.

It is because of what was done to me that I uncovered fraudulent and/or forged (verified by expert) legal documents of their previous "acquisitions." This is exactly how they do it! This is an elder abuse, real estate theft and insurance fraud operation. With SEWER VANDALISM at the core. Rather than to continue arguing with the City of Fresno, I offered to provide addresses of other properties where this same type of sewer vandalism was carried out. With the same cast behind it, there would HAVE to be evidence of nearby sewer floods, robberies, insurance claims, law suits, foreclosures, ID theft, fraudulent and/or forged legal documents, fires, etc. The City of Fresno was/is not interested.

But I am. So I looked at public records and found many familiar names. Too many to call a coincidence. A fire next door to one address (another tenant); fraudulent documents linked to another. More evidence of what I reported LONG ago. I am not equipped to investigate what the City of Fresno claims to be responsible for. But I uncovered more than enough evidence to show that sewer vandalism is at the core of a horrible operation that is escalating at a high rate due to more people being taught how easy it is to carry out and get by with.

It did not begin with my family's properties. With the new owner's tenant (Stewart) vandalizing the electrical meters, and his associate's (Steve T., the continuation of Kodman, 1993) ongoing theft and "secret mission" he talked of, I suspect big trouble about to transpire. Including my final departure - the one scheduled long ago. The insurance agent even enrolled me in a fraudulent Long Term Care plan to make it appear I needed "mental help." (No one could argue that, as long as I was being given foreign chemicals without my knowledge.) He went as far as sneaking back to the crematory and UNdid my final arrangements! He had other plans - lining up to what I reported LONG ago.

Altered and fraudulent legal documents, along with forgery, can make most anything appear legitimate. He finally got caught, and not one agency is going to do a damned thing to stop him from continuing his "secret sideline." Nothing is "anyone's job." Including the City of Fresno's, when they are supposedly being paid to do their job! (I suspect several of them are involved in this operation. We have a Mayor who refuses to even address this.)

Investigating the sewer vandalism would result in taking down one of the biggest and most incredible operations imaginable. One that is being run right under everyone's noses. But that is not what any of the agencies in Fresno are interested in doing. Quite the opposite. You will find NO other city that tolerates sewer vandalism, let alone covers it up. We are no longer safe in our own homes. Nor when relocating in Fresno or Clovis - there are realtors involved, with trails that lead straight into quicksand.

MRSA LAWSUITS!

Kerry Trost, senior risk manager for City of Fresno, CA committed perjury to cover up the heinous actions of the risk analyst as well as the felony altering of sewer and water lines throughout Fresno, CA. See my first blog, which includes diagrams and pictures. Done without permits or inspections. Imagine the raw sewage being discharged and the resulting illness and MRSA. 100% deliberate. Instead of any warning, residents are lied to AFTER the fact; despite medical crises, hospitalization, even death - soil testing REFUSED!. Parcel /plat maps have been altered in an attempt to cover up this operation.

Deceiving the public as we are being infected with deadly bacteria and pathogens from MRSA - easily and quickly spread. As the city increases medical coverage for themselves, refusing to address this operation.

Mr. Trost's perjury magnifies the fraud and barbaric crimes to innocent residents. As a former employee of the risk analyst's associate in this operation, I have much more information that will help MRSA victims should they pursue legal recourse for damages.

Unauthorized Sewer-Line Relocation on Private Property

Reporting the unauthorized relocation of sewer lines on my family's properties resulted in damages so horrendous, we lost our properties. Reporting this to the City of Fresno resulted in name calling and finally a Restraining Order. They claim I am a "liar" regardless that their sewer layout verifies EXACTLY what I said was done. It also shows a matching 8' discrepancy in the measurement from the sidewalk to the manhole in the street!

Reporting the unauthorized relocation of utility poles, street lights and gas lines was totally disregarded. All of this is unauthorized, done without permits or required inspections.
Wilbert G. Swieso, a former appraiser for the City of Fresno is behind this. As it continues, he leaves a growing trail of robberies, ID theft, insurance fraud, bank fraud, reports of poisoning, VIN altering, fires (suspected arson), missing people, suspected homicide. He is an extreme danger with a growing entourage who are following in his footsteps as they are being taught how easy this is to carry out and get by with.

I narrowly escaped the final departure planned for me - at least temporarily. Fraudulent legal documents had already been prepared, naming HIM, "Successor Trustee" to my family's properties. It does not appear that my neighbor was as "lucky." He has been missing since this was done to his property i.e., walls down and back up; windows/doors switched; floor jackhammered; sewer/water lines altered.
I uncovered forgeries of previous victims. A handwriting expert verified the signatures were forged. That information was NOT wanted.

As a former employee of this man, I saw him carry this out countless times with his elderly insurance clients, but it was not until falling prey to his offers of "help with home repairs" while taking care of my dying father and invalid uncle, that I learned the truth about what he is doing. An investigation would prove that this is behind the deaths of my family members and countless others. Instead it is being allowed to continue. I was left unemployed, in a house that is now a mold-contaminated shell of what it once was, repeatedly robbed, pets killed/harmed, filmed with hidden cameras while being given chemicals without my knowledge, both vehicles destroyed, now living in fear for my life. Once targeted, there is no way out. Reporting this turned out to be the biggest crime of all.

My house + vacant Laundromat in alley + 2 commercial properties next door. Doors, windows, moldings switched. Lawns excavated. Tile/counters + flooring removed and replaced. Rain gutters switched. Ground dug up all around buildings; new cement poured. No previous layers of paint inside or outside. Seams in walls caulked and uneven. These are things I have said all along. As well as that I was set up for total annihilation with the help of the City of Fresno's risk analyst. Deeming sewer floods, "negligence in sewer maintenance" is exactly how all of this was allowed to happen. And continue. Those sewer floods were caused by vandalism, yet by she got by with having me sign the City's release form which left me with no chance of survival. A caregiver at the time to someone whose health suddenly began to decline left no one home all day as the theft and vandalism was being carried out. I do not believe that was a coincidence.

I have been so preoccupied researching, looking at aerial views and examining the inside of my house that I did not see what has been right in front of me all along. When my neighbor's house was re-roofed, it was extended beyond the old roof. The rain gutters on my house were replaced with something that is much larger. The roof/awning on the Laundromat was extended on 3 of 4 sides. The roofs on the properties my family once owned next door are different. All of this done in a manner that aerial views make seeing any changes almost impossible. Had I not lived here as long as I have, I would not know about the trees, bushes, driveways and walkways across the street that have been changed. I would not suspect that the trees were trimmed in very specific places for use in helping to identify/verify certain points and distance, which are NOT legitimate, yet could not appear more legitimate. I got caught up in all that.

As I have mentioned in the past, these people are professionals in every area. Nothing is what it appears to be. Walter "Buzz" Park obsessed over aerial views - now I know why. Because down here at ground level, the view changes. Such as the distance between my neighbor's house and mine, which is now twice as wide. Using aerial views to prove that was impossible due to the incredible planning and expertise put into this. My neighbor's driveway was once a very narrow, steep, dirt driveway. Parking between our houses was so tight they usually did not go beyond their porch. People who previously lived there used the alley access, or they parked in the street - there was not enough room for anything other than a small car and even then, it was difficult to walk through. (Verified by a former occupant of that house.) Aerial views do show that the grass strip along the curb was chopped off when my neighbor had her driveway widened to accommodate her now-spacious parking area. The bushes in front of my house went all the way across to her driveway. They still do. The problem is that the house no longer does.

This explains everything in the first paragraph. And why my neighbor's 2 junk cars have been parked so closely to the side of my house all this time - for the purpose of aerial views, which serve to make me appear more "crazy" every time I open my mouth about what has been done. Because from the top, this makes it appear that nothing changed. It explains why the realtor lied to me and had an insurance agent tell me I could not get replacement coverage for the commercial buildings until I did something about the eaves/trim! After I was canceled due to the ringleader's interference behind my back. The lies and corruption have been endless.

As you can see in this picture, there is now room for 2 vehicles to park side-by-side in this driveway. My neighbors house is on the left. Up close, you can see where 1-2' of my neighbor's house was removed (toward the back) in order to make a straight path in this driveway. The swamp cooler that extended out has been removed as this house now has central air. I assume that this unit could be 1 of the 2 I paid Mr. Park $5,000 to install on one of the commercial bldgs. he insisted were necessary. (They were switched immediately afterwards. The next tenant, another "set-up" who eventually "bought" the building as a mold problem took over and I was suddenly without insurance brought his own swamp cooler, insisting that was what he preferred. It is in the window, covered by blankets and surrounded by appliances he sells, so I can't see that the windows were switched when the previous tenant "gutted" the building for a dance studio.) My neighbor's fireplace was also flattened (as mine was.) Aerial views show the process of how her front lawn on that side became twice as large, now lining up with the cement driveway that later appeared. Prior to this, my house began at the right side of the green strip down the center of her driveway, shown in this picture. It isn't that my flowerbeds were extended after all - but that the walls of my house were taken down and relocated. The poles in my back yard appear to be where they always were, however, the concrete they were in has been broken down; beneath the dirt and lawn is where they were cut off and switched. This is the reason behind why the shed (playhouse) that sat on bricks for over 40 yrs, suddenly rotted and was falling apart. The bricks beneath it were removed in order to get to the gas line that was moved when the wall of the house was taken down and put back up several feet away. This would also explain why I continued to say that the City's sewer pipe in my back yard seemed to have been relocated. Regardless of being told that it had not been, I kept the pieces of the concrete I dug up in my yard because I knew they were part of the lid. Sure enough, the concrete lid has been replaced with a plastic one.

It is not difficult to see how the alley has been torn up and patched in order to do this to all 4 buildings. New cement has been poured in many areas around these buildings. The trail from the sewer to the Laundromat could not be any clearer. My neighbor's sister lives next door to her - she has a new cement driveway as well. Did the City of Fresno also provide this service when they so kindly repaired the broken cement in front of these homes? Deeming it a result of "tree roots" even though that is the responsibility of the homeowner?

This is a huge operation involving attorneys, phone company personnel, insurance agents, City of Fresno, etc. Dept. of Real Estate? Dept. of Ins? Is this Fresno's "revitalization?" Murdering, destroying people and taking what others worked lifetimes for. Forcing people into foreclosure, stripping them of a means of survival, people disappearing, forgery of legal documents, sewer vandalism, arson, insurance fraud, killing pets, VIN altering, poisoning, fraudulent law suits, preying on the elderly, etc. Or is this organized crime.

There is evidence of this same vandalism throughout the Tower Dist. where, as I mentioned, this group seems to be taking over. Where sewer vandalism follows. Did the same risk analyst deem the Tower District's $12 million dollar sewer upgrade necessary too? Or just assist in making it appear that way. It isn't "tree roots" that are causing the problems.

The life of every resident in Fresno, CA is in danger as a result of this being allowed to continue. Not only due to the obvious reasons but for reasons that are not so obvious. Such as what in hell is going on. It is clear that preparations for something much bigger are in the works.

THE PUBLIC IS ENTITLED TO BE SAFE!

Up close, you can see where 1-2' of my neighbor's house was removed (toward the back) in order to make a straight path in this driveway. The swamp cooler that extended out has been removed as this house now has central air. I assume that this unit could be 1 of the 2 I paid Mr. Park $5,000 to install on one of the commercial bldgs. he insisted were necessary. (They were switched immediately afterwards. The next tenant, another "set-up" who eventually "bought" the building as a mold problem took over and I was suddenly without insurance brought his own swamp cooler, insisting that was what he preferred. It is in the window, covered by blankets and surrounded by appliances he sells, so I can't see that the windows were switched when the previous tenant "gutted" the building for a dance studio.) My neighbor's fireplace was also flattened (as mine was.) Aerial views show the process of how her front lawn on that side became twice as large, now lining up with the cement driveway that later appeared. Prior to this, my house began at the right side of the green strip down the center of her driveway, shown in this picture. It isn't that my flowerbeds were extended after all - but that the walls of my house were taken down and relocated. The poles in my back yard appear to be where they always were, however, the concrete they were in has been broken down; beneath the dirt and lawn is where they were cut off and switched. This is the reason behind why the shed (playhouse) that sat on bricks for over 40 yrs, suddenly rotted and was falling apart. The bricks beneath it were removed in order to get to the gas line that was moved when the wall of the house was taken down and put back up several feet away. This would also explain why I continued to say that the City's sewer pipe in my back yard seemed to have been relocated. Regardless of being told that it had not been, I kept the pieces of the concrete I dug up in my yard because I knew they were part of the lid. Sure enough, the concrete lid has been replaced with a plastic one.

It is not difficult to see how the alley has been torn up and patched in order to do this to all 4 buildings. New cement has been poured in many areas around these buildings. The trail from the sewer to the Laundromat could not be any clearer. My neighbor's sister lives next door to her - she has a new cement driveway as well. Did the City of Fresno also provide this service when they so kindly repaired the broken cement in front of these homes? Deeming it a result of "tree roots" even though that is the responsibility of the homeowner?

This is a huge operation involving attorneys, phone company personnel, insurance agents, City of Fresno, etc. Dept. of Real Estate? Dept. of Ins? Is this Fresno's "revitalization?" Murdering, destroying people and taking what others worked lifetimes for. Forcing people into foreclosure, stripping them of a means of survival, people disappearing, forgery of legal documents, sewer vandalism, arson, insurance fraud, killing pets, VIN altering, poisoning, fraudulent law suits, preying on the elderly, etc. Or is this organized crime.

There is evidence of this same vandalism throughout the Tower Dist. where, as I mentioned, this group seems to be taking over. Where sewer vandalism follows. Did the same risk analyst deem the Tower District's $12 million dollar sewer upgrade necessary too? Or just assist in making it appear that way. It isn't "tree roots" that are causing the problems.

The life of every resident in Fresno, CA is in danger as a result of this being allowed to continue. Not only due to the obvious reasons but for reasons that are not so obvious. Such as what in hell is going on. It is clear that preparations for something much bigger are in the works.

City of Fresno - Corrupt risk analyst should be in prison

Con't ...... Elder abuse, real estate theft, insurance fraud operation with sewer vandalism at the core.

My house + vacant Laundromat in alley + 2 commercial properties next door. Doors, windows, moldings switched. Lawns excavated. Tile/counters + flooring removed and replaced. Rain gutters switched. Ground dug up all around buildings; new cement poured. No previous layers of paint inside or outside. Seams in walls caulked and uneven. These are things I have said all along. As well as that I was set up for total annihilation with the help of the City of Fresno's risk analyst. Deeming sewer floods, "negligence in sewer maintenance" is exactly how all of this was allowed to happen. And continue. Those sewer floods were caused by vandalism, yet by she got by with having me sign the City's release form which left me with no chance of survival. A caregiver at the time to someone whose health suddenly began to decline left no one home all day as the theft and vandalism was being carried out. I do not believe that was a coincidence.

I have been so preoccupied researching, looking at aerial views and examining the inside of my house that I did not see what has been right in front of me all along. When my neighbor's house was re-roofed, it was extended beyond the old roof. The rain gutters on my house were replaced with something that is much larger. The roof/awning on the Laundromat was extended on 3 of 4 sides. The roofs on the properties my family once owned next door are different. All of this done in a manner that aerial views make seeing any changes almost impossible. Had I not lived here as long as I have, I would not know about the trees, bushes, driveways and walkways across the street that have been changed. I would not suspect that the trees were trimmed in very specific places for use in helping to identify/verify certain points and distance, which are NOT legitimate, yet could not appear more legitimate. I got caught up in all that.

As I have mentioned in the past, these people are professionals in every area. Nothing is what it appears to be. Walter "Buzz" Park obsessed over aerial views - now I know why. Because down here at ground level, the view changes. Such as the distance between my neighbor's house and mine, which is now twice as wide. Using aerial views to prove that was impossible due to the incredible planning and expertise put into this. My neighbor's driveway was once a very narrow, steep, dirt driveway. Parking between our houses was so tight they usually did not go beyond their porch. People who previously lived there used the alley access, or they parked in the street - there was not enough room for anything other than a small car and even then, it was difficult to walk through. (Verified by a former occupant of that house.) Aerial views do show that the grass strip along the curb was chopped off when my neighbor had her driveway widened to accommodate her now-spacious parking area. The bushes in front of my house went all the way across to her driveway. They still do. The problem is that the house no longer does.

This explains everything in the first paragraph. And why my neighbor's 2 junk cars have been parked so closely to the side of my house all this time - for the purpose of aerial views, which serve to make me appear more "crazy" every time I open my mouth about what has been done. Because from the top, this makes it appear that nothing changed. It explains why the realtor lied to me and had an insurance agent tell me I could not get replacement coverage for the commercial buildings until I did something about the eaves/trim! After I was canceled due to the ringleader's interference behind my back. The lies and corruption have been endless.

City of Fresno's Utility Dept. Corrupt Fraud Liars

In 2000, there was a $12 million sewer upgrade here in the Tower District that was attributed to, extensive deterioration, particularly in the City's large-diameter trunk lines

For quite some time I have been reporting a multi-million/billion dollar elder abuse, real estate theft, insurance fraud operation with sewer vandalism at the core. I provided more than enough evidence to back up my claims, however, it is met with name-calling, threats of being locked up, and having evidence destroyed in order to be told, This did not happen! This is an operation comprised of experts in every field imaginable, so to be accused of making this up is absurd. I uncovered this as a result of being targeted by this group. Instead of running, I invested countless hours in digging up information that I know will never be uncovered again. This group's intention was to add my home and my family's 2 commercial properties next door to their collection of other properties obtained by fraud.

Against all odds, I got away before they finished what they began. Even then, I had no clue about any of this. Because throughout all of it, I was being chemicals without my knowledge, allowing them to carry this out right under my nose. At the same time, I was being set up with hidden recorders and cameras that have served to destroy my life and all credibility. I was a horrible, sick mess medical records available. To this day, despite the evidence uncovered, I continue to be discredited. I am called a liar for not being able to answer certain questions. Please keep in mind that I did not write the script and therefore could not possibly know all there is to this operation.

The City of Fresno was deeming sewer floods on my property the result of, negligence in sewer maintenance when in fact, they were caused by vandalism; the sewer vent was switched. By insisting I sign a release form or no cleanup, I was left unable to file a claim under my homeowners policy for ANYTHING that ensued - theft and vandalism beyond anything imaginable. The 3 properties were stripped i.e., doors/windows/moldings, flooring, rain gutters, awnings, etc. switched with inferior or broken look-alikes, as well as furniture, appliances, jewelry, vehicles (verified VIN altering), etc. The years of nightmare tenants, I later learned, were all part of this. The ongoing gas and sewer line vandalism, along with plumbing problems was in preparation for what was to come.

These people, I later learned, have histories of renting and filing lawsuits and claims. They appear to specialize in MOLD. That is ultimately how my family and I were run off our rental properties at a loss of $1 million. But because it was not carried out as planned, they ended up having to pay for at least a portion of the value, and did not end up owning my home. Yet. Therefore, the evidence of what has been done remains. Only recently did I realize that my house was gutted down to the frame, on the inside and out put back together with materials that are crumbling. There is no doubt in my mind that a fire was about to take down all 3 properties.

With the City of Fresno repeatedly taking responsibility for the ongoing gas and sewer problems, on record it would appear that these lines were already faulty. Not only would all the evidence be covered up, a multi-million dollar insurance claim would pay for the clean-up, reconstruction for the restaurant that was in the planning stages, as well as belongings that were switched. The City of Fresno has refused to investigate, regardless of the indications that sewer lines leading to the main line have been tampered with.

The lawns were excavated. Since the City refused to investigate what was done, I began digging holes. The sewer lines are now rotted trash, most likely from other properties that went down in flames. I am living in a time bomb with no way to stop anything or protect myself, as I was set up in a manner that prohibits me from that. In addition, a recent mold test indicates that my house is now contaminated with mold. Unemployed, monitored with attempts to seek help intercepted and sabotaged, everyone I know severed from me, living in fear of my life because I know that these people did not intend on me still being here.

Suspecting this group's interest in the Laundromat next door, I became concerned about the owner, who I have not seen in 3+/- yrs. He used to be there daily. His sewer problems began at the same time as mine. He was reported to the fire dept. for ventilation issues at the same time I was reported to Code Enforcement for a garage apt. I was renting out, not being up to code. We were being set up to lose everything. When no answer at his home, a reverse search on his telephone number led to an address in Clovis, linked to this group.

I ordered copies of legal documents to his Laundromat and found signatures that definitely need to be verified. I checked out the person claiming to be his son and found his address 3 doors down from Jeffry C. Winslow, whose forgeries were verified, including the deed to his home. One of the 3 fires mentioned below was 2 doors from that. I finally walked over to the Laundromat, which is now empty and vacant. The vandalism is exactly the same as done to these 3 properties! Walls taken down and put back up. Doors, windows switched, new cement, piles of rocks in the back.

The vacant lot across the street was excavated and covered back up. Aerial views show the similarities in our lawns throughout the years. Wilbert G. Swieso, my former insurance agent (and former employee of the City of Fresno) is the other ringleader in this. As a matter of interest, he was buying vacant lots from the City of Fresno and having them excavated before re-selling them. There is a reason for that. Mr. Swieso hired me to work for him as my home continued to be robbed and vandalized. He forged signatures on the window and demonstrated how easy it was to force someone into foreclosure then step in and pay for it with cash. (He cheated his own in-laws. And, I suspect, much worse.) On the other hand, he was always going out of his way to help his elderly clients with home repairs. Or so I thought. That is how it begins. Plumbing problems ensue and that is when he insists that his son, a licensed plumber, be called out to help.

Upon putting a list together of addresses where I KNOW this group has vandalized the plumbing and/or sewer lines in the same manner as done to my home i.e., tearing out and replacing the tile in kitchen and bathrooms, as well as excavating lawns without the owner's knowledge or consent, I made another attempt to report this to the utility department. Their only focus is on denying any responsibility for anything done to my property, after first insisting upon taking responsibility for sewer floods they had nothing to do with. An investigation would have resulted in finding a pattern of nearby sewer floods, ambulances (for elderly), police reports, robberies, insurance claims, law suits, fires, foreclosures, ID theft, etc. with the same cast behind it. (Same risk analyst? Same insurance adjuster? Same life insurance agent?) Out of 15 addresses, I know of 3 fires, 2 foreclosures, and several sewer floods. To further support my claims of real estate theft and the significant role these sewer floods play, I provided copies of forged (verified) and fraudulent legal documents. No interest.

Mr. Winslow once commented that he intended on owning the Tower District. I believe that he is well on his way, due to the homes he keeps monitored, as well as his repeated comment of how, The best ones come from the Tower Dist. His ex-wife did (whose name he has been forging for years.) I do. I believe he has been carrying out this operation for at least 30 yrs; the links are still here (his masseuse and her friend.) In public records are several familiar names in the Tower Dist., such as my former nightmare tenants who vandalized the gas and sewer lines, neighbors who claimed to be deaf, dumb and blind as my entire house and family's properties were being destroyed, etc. The rotation method is the same as my neighborhood and those where property was taken by fraud. Since carrying this operation out entails occupying both sides of the street, ongoing sewer vandalism would indeed make it appear there was a need to upgrade. That is why this needs to be investigated. (It is escalating due to others being taught how easy it is to carry out and get by with.)

Still wanting to know what is under all the new cement, I began digging again. Then it finally occurred to me. When I first uncovered the switched sewer vent, there were large, fast-growing roots that were extremely difficult to remove. Small trees began to grow near water spigots, central air conditioner and sprinkler area. I used tree/stump killer and did the best I could in removing all of this. My family has owned this property over 40 yrs and other than 2 palm trees removed over 50 yrs ago from next door, there have been no trees. Aside from old bushes, I have planted small plants with no problem of roots. Until now. They are coming and going from underneath the house. A house that was taken apart and put back together with such trash, that it won't take much to destroy the remainder of it. I have no way of stopping or controlling any of this.

These lawns and new cement need to be picked back up. It would be found that this group is behind many millions of dollars worth of repairs, reconstruction, and sewer upgrades. They have had a direct impact on Fresno's so-called water shortage with sewer floods and putting out fires. Escalating insurance rates. One example may be another one of the 3 fires mentioned. It occurred next door to one of the addresses provided to the City. That person became my tenant until his insurance bought another building (in the Tower District) for him to permanently relocate.

The City of Fresno claims no responsibility for what their risk analyst did to me or what ensued, because I signed their release form. Refusing to sign initially left my belongings sitting in this toxic filth for 2 days. Done while I was a full-time caregiver and under extreme panic and duress, I had no choice. I was set up. They are now withholding pictures of the areas switched on my property such as this sewer vent and mold-covered wall, which prove more than the obvious. All pictures of my house, inside and out, were removed from my photo albums and scanned/altered, making it appear that I am crazy for implying that this went on. I found negatives. The evidence that this went on is everywhere. If not here, across the street and down the street and all over town. The remodeling that went on in this area throughout the years suddenly makes sense. As does the City of Fresno volunteering to repair the cracked sidewalks in front of these homes, even though that is the responsibility of homeowners.

Was that to cover up more evidence, or was that gesture linked to the first paragraph of this letter. Making me appear crazy throughout all of this was how Mr. Swieso intended on stepping in and taking over. The first thing he did upon hiring me was take me to his attorney who worked next door, to sign fraudulent legal documents naming HIM, Successor Trustee. No one would have ever questioned the legal documents or his motive. It was an accident I got away from the person giving me the chemicals (Winslow) and began returning to my senses. To this day, I do not know all that went on. But I do know that this is a very serious situation, involving some very dangerous people. (As a matter of interest only, Winslow's brother, Greg, is co-owner of their resort, as well as a licensed pharmacist who works only the minimal hours necessary in order to keep his license.)

In my ongoing search to put the pieces together, I have come across more signatures on legal documents needing verification I am sure they lead to many more millions of dollars worth of fraud. If I had access to a real estate database that gives instant access to copies of deeds, I could guarantee uncovering much, much more. I have figured out the pattern, and recognize names due to the extensive research I have done. I also recognize the names of Mr. Swieso's clients. I remember asking him how he continually seemed to obtain new clients out of the blue. His response was, You ask too many questions. Same when I asked where he kept going.

Discrediting while keeping me isolated still appears to work for this group. To date, by simply keeping the focus misguided, no one is seeing what is right in front of them.
