The so-called company that you received spam from is called CONSUMER RESEARCH (PRODUCT TEST PANEL). How do I know? Because, as also mentioned earlier, I receive several spam messages from them each day. I just looked at the latest batch.
Please, at least get your facts straight before filing a report.
As with most people, I get thirty or more of these bogus offers each day. It's a spam scam and apparently you are one of the few people on this planet that couldn't figure it out.
I guess it's true, there really is a sucker born every minute!

I checked a website for consumerreport.com and there is no such site. The website for Consumers Union (Consumer Reports) is consumerreports.org but I don't think that is who you dealt with.
So I am not sure if you were accessing them or another site.
You also stated "I agreed to sign up for 2 companies which i did". Does this mean you bought something from them?
Consumer's Union relies on people sending in their experience with products and their own inhouse testers rather than sending products to the public.
I would like very much to get the correct website because this really does sound like a ripoff.
