This is just like the solicitations you will sometimes get for Yellow Pages ads that look completely legit but are really just a way to get companies that don't pay attention to the bills to sign up for a service unknowingly.
The "bill" has information like an account number and domains that look completely legit but none of this stuff is real. I assume if you send them money they will attempt to do something for you but who knows.
When I ran my own small business, there is no way that this bill would have been paid, now that I am a consultant to a bunch of mid size businesses I know how well this scam could work.
Not that I am condoning this and I could never run a scam like this, you have to give these guys credit for being creative.
