DTE energy Damaging to credit Internet

DTE reports your payment history to the credit Bureau every other months and this is why they say they do it .  "Full-file credit reporting provides an opportunity for customers who pay
on time, but may lack a credit history, to establish credit-worthiness
and build a good credit rating by simply making their monthly DTE Energy
bill payments".
They want to help YOU build your credit so if your on time they report (good for you)and if your late they report(damaging to you). DTE is astronomical rates and have a large number of conusmers in urban areas that are low incom. Imagine living in a home on average paying $800per month rent, poor insulation bad wiring or energy draining appliances or medical equipment and your utility bil is $300-500 per month in winter months that's 4-6 months if you live in Michigan. With an income of 1200-2000 per month is it likely that they are not going to fall behind in their DTE bills, lets not mention any other bills/ necessary expenses they might have. So now they pay late every month but they do pay and now the past due is reported to the credit Bureau every other month causing a damaging effect.  DTE offers them to get on a program but first you must pay half or all your past do balance, but oh half of a $500 bill on in income of $1200 per month. 
DTE is rip off and the credit reporting is a threat that says your credit is important and if you don't want us ruining it you better pay us by any means necessary not you car insurance that you need to get to work not your rent, not groceries or not your prescription because we hold your fate in or hands. By the way I hope you don't need financing to get that car engine fixed because with our bad reporting it might not be possible.
