Dobler Management Company Inc has been a constant thorn in my side since just after moving into the University Crossings property 3 yrs ago. They have a habit of creating and increasing fees verbally without providing written notice.

It seems like the worst of my troubles with them occurred a year ago when after a heavy rainfall, I came home to water all over my bedroom and laundry-room/closet. My bed was completely soaked, I figured out that the water had come down thru the light fixture in the center of my bedroom, plus thru what appeared to be some old repairs in the ceiling near the entryway door and closet door, plus the water in the laundry-room appeared to have come thru the exhaust fan for the closet/laundry-room. Enough water had come thru the roof to fill 1 1/2 inches of a storage container after already soaking thru an entire pile of freshly cleaned clothing. When I went to tell them about it, they basically handled it as "oh well" it happened to a lot of people that day. My insurance company claims manager came out to investigate, he discovered that even though the gutters had been cleared of leaves, the downspouts had not been checked before the storm and appear to have been non-functioning for quite some time as the one to the left of my bedroom window was buried in the dirt with no exit for the water to drain out of, and the other to the right of my window was clogged with rotting pine cones, needles and other debris. He stated this was not damage due to the storm or a broken pipe that would have been covered by my insurance, but it was due to negligence of the property owner and maintenance not properly maintaining the building. It had a flat roof and 6in of rain had fallen, with no way out thru the gutters, the water had nowhere else to go but into every crack and vent which caused it to enter the ceiling above my unit and leak thru.

Dobler had moved me to the downstairs unit in the building with the intention that mine needed to be repaired and dried out. They took $150 off my next month rent. But all that changed when I demanded they take responsibility for their negligence and pay for replacement of my bed and for the air mattress I had to purchase and use until I could afford to pay for the bed myself. I also had people help me move and took a week off work to do it. I had to use an entire 40 hrs of vacation I had been saving for the next month to be able to move from one unit to the other. They laughed at me and told me no, to put it past my insurance again. I did, and the letter I received supported the original decision. They told me to drop the receipts off with the current manager in which I did, nothing happened, they never paid anything.

The next hit I took from them was in February, I went to pay my monthly rent and was told I now owed in addition to my $704.25, that I owed $300 for a pet fee since they moved me from one unit to another and that it doesn't carry over. I advised them it was incorrect. The person who was managing at the time said I was right and would take care of it. But also there was another problem, It was showing on that statement that I never paid January's rent. Thankfully I had the money order receipts on me and proved it to her that I paid. I thought all would be good, the next month the charge was there again, but this time with a $50 fee on-top of the $300 as a late fee. Once again I am told to ignore it, they are still trying to figure it out, this became a pattern with each incoming manager to the point that the one put a 3 day pay or vacate notice on my door, I advised her of what was happening, she said to pay a little on it to shut them up and she would work on getting it removed and me credited. Guess what, she is gone now and another one is in her place demanding the money again and this time it I find out that they have taken my monthly rent payment and applied it against it. Now I show being behind in rent each month.

I was just off work recently for an injury and returned, I set up a payment arrangement to pay $400 upfront and pay the rest of the usual monthly fee including the $50 late fee in less than 10 days. The new manager says well, your lease is up and you haven't renewed so the rate just went up $50 and the late fee has just gone up $50 to $100. There was not a notice on any change in late fees so this is not valid according to Washington Tenant Law for Month to Month renting, they must give a 30 day written notice of changes. I address this via written response and was told they could do what ever they wanted. I now have another 3 day notice on my door. The new manager is not in her office on the days/hours she is supposed to be, so I had to go to another property to get the 20 day moving notice to notify them that I have found another landlord to rent from and am moving by the 30th of the month. I have turned it in and paid what I was advised by my new landlord to pay (the balance on the "final balance demand letter" minus the contested $350 fee they have been trying to charge me, and minus the new late fee amount since there was no proper written notice.

Yesterday I come home and there is another pink 3 day notice on my door for $350 I walk over to the office once again, thankfully it is open, she says she was told by the asset manager to place it there and they would be researching my claim but that she still has to place it on my door. I do not trust them and fear they will try to list me as an eviction, lock me out or possibly remove my cat while I am at work. I already know they don't follow the law when it comes to entering apartments. As they have done "Annual" Inspections and gave the date and hours they would be checking the unit, I took the day off from work to be there, they never showed up but a few days later I get a notice saying that i have clutter near the heaters and need to take care of it or leave. The heaters are not turned on and are actually turned off at the breaker, the clutter was moving boxes because I was considering moving before my lease was to end the following month. How did they see this if they came on the date listed?

Another ongoing issue has been black mold even in the dishwasher in which the manager tries to tell me is actually the film from hard water. I can completely clean the dishwasher with a foaming bleach spray and run it, then put dishes in and run it again, the dishes when wiped with a white paper-towel come out blackish grey. Most of the dishes if I don't re-hand-wash them, begin to grow mold on them. When running the dishwasher, my exposed skin when I am in the room turns lobster red and becomes covered in hives, plus I start coughing. I also have mold issues in the bathroom, bedroom and closet. This place has a very moist, cold feel to it and the floor is soft and warped in several areas.

Something is very wrong here. I am very thankful to be moving to a new non-DMCI property in another week. I just hope they don't pull anything else on me before then. I feel like I am constantly on edge worrying about what they will try next. I had drug activity going on in the unit next to me when I moved in and found out it was the manager at that time's friends and boyfriend living there and that the reason my apartment smells strange sort of like skunk is because another friend of their's had this unit before me and smoked a lot of pot. My cat has been loosing fur with no explanation too, I have taken him to the vet and they can't figure it out.
