E-ZPass NJ I paid the tolls yet received violations in the mail! Newark New Jersey

I believe the state of New Jersey is ripping people of at the toll booths whether unknowingly or not. On a recent trip to Atlantic City, I received three toll violations in the mail even though  I paid all three tolls.
I paid the tolls again with my dispute as they requested. Two of the tolls I paid, move up to the sign and when it said "Thank you", I proceeded. I believe that if you move your vehicle BEFORE the sign changes, the booth thinks you are an E-Z Pass customer and skipped the toll. One of the tolls for $1.50 I paid three
times and when the sign didn't change to thank you I went through. My brother was in the car ahead of me and the same thing happened to him on that toll. So I sent in my disputes and paid the toll fee yet again.
Now I get a letter telling me that "the explanation or documentation I provided does not support dismissal of the violation" and am being asked to pay the $50.00 administrative fee per violation AND the toll yet again! I think this is a scam by the NJ transit and would like to have it looked into. They can not provide me with ANY proof that I didn't pay the tolls! If they do that to 1000 cars a day, that's 50 thousand dollars a day and that's if it happens to only 1000 vehicles. I am going to pay the violations just because I know I can't "fight city hall", but would really like you to check into this. Thank you.
