EAN Travel US Hotel Booking Scam, Internet

My dispute with TSP EAN Travel is due to a hotel reservation I made on July 27, 2012 to stay for one night at Candlewood Suites in Hopewell, VA on August 4, 2012.  The Charge was $151.52.  I canceled the reservation on July 28, 2012 and printed out the cancellation # 11007184580 and date. The reservation site said:"Candlewood Suites imposes the following penalty to its customer.  Cancellations made after 6:00 pm on August 2, 2012 are subject to a one night room and tax penalty.  The property makes no refunds for no shows or early checkout.

Since I had cancelled on July 28, 2012 I believed I would receive credit through American Express for the reservation.  My cancellation # is 11007184580.  I had cancelled five days before any penalty was due. To make a hotel reservation TSP EAN Travel has an "I agree" button to accept their terms. I did not see any statement on the site that my resevation was nonrefundable.  If I had I would not have booked using Expedia. 

I have requested a refund of the $151.52 from American Express but they tell me to deal with the merchant.  I tried to calling Expedia directly but one # was disconnected and the other was busy all the time.  I can not find a fax number.
My dispute # with American Express is MX23404.  They seem unable to get anywhere with TSP EAN Travel who has refused to refund the reservation money.  Please help!
