We have been renting a car from National Airport (Reagan) every weekend for the past few months and often from Enterprise..

 They employ high pressure tactics to purchase their insurance coverage (you sign while in the car not at the counter) and 3 times when we returned the car the first person would say that there was a mark on the door or the trunk of most recently misalingment on the side when we returned the car and mention that we should have gotten their insurance.

We would be questioned - did you put your luggage on the truck or rub it along the sides? Did you back into something (no marks on the bumper) ? It was only when a second person would appear that they say it is normal ware and tear (until this last time when they forced us to sign an incident report) (we checked the box the damage was on the car when we rented it).

We live in DC and didn't have any luggage and the car is kept in a locked secure garage at home and is parked between two pillars at work but I suppose someone at church could have run out and rubbed a giant package against it?  It feels like an attempt to upsell people into buying unneeded insurance.
