Quite the lengthy ROP for a common scam.

AUTHOR: seeworthy - (USA)

What you're  describing is a dime-a-dozen scam that virtually everyone sees in their email. Both FedEx as well as UPS are commonly used with Express envelopes on fraudulent accounts that these shipping companies can never collect payment on. These envelopes typically have manual waybills with account #'s that can't be verified until after the Express shipment was delivered. These thieves send large batches of shipments out, then simply open another fraudulent shipping account with FedEx or UPS and simply do it again.

When you initially saw this scam, common sense should have immediately told yourself that there is a parasitical thief, whose immoral incompetence makes them a dependent on better human beings, and is now cowardly hiding behind a shipment or email to conduct their illicit activity. These crimes run rampant, as the cost to pursue this international activity prohibits the investigation.

20/20 recently had an entertaining episode about this activity. Pretending to be a sincerely interested party, they followed through with requests of paying the fees.  They set up meeting points overseas with some of these Nigerian individuals. With the length of your ROP written in vain, it would be safe to assume that you would have enjoyed watching the sweat bead on the faces of these mentally ill cons.
