Yes, they do say this is a solicitation, but it is at the very bottom of the page at the very end of a paragraph in small, hard-to-read type AFTER they cite California business law codes about how FBN filings must be renewed. I'm usually good at spotting scams (there are so many out there these days!), but this one was tricky.
I will be contacting my state representatives about this matter.
