They claim be a "platform that buys Historical Mexican Bonds" and this Franklin Zuluaga presents as being "The Director".
He uses several persons (like Gloria Llamar y Lina Guaviria, also Colombians) to persuade Sellers to present the full-package to this (I've not other Name) "cartel" and, at last, they introduce, using the Skype to talk with Owners and telephone to put Franklin talking with an "anonymous" number.
This Franklin is so shameless that he says this to Owners of Bonds:
Sir, you must send me, every 3 days, a new package because at 3rd day the package is not valid any more. We need 3 days, when we receive package to make DD and we need to have always updated the packages!
When Owner asked him this (logic):
But, if you need 3 days to make DD and at 3rd day the package is not, anymore valid, when will the Process of sale move ahead? You will eternally making DD ...
