The real owner is a company call BPM (Bridge Property Management) dba Noxapater Telephone Company, in Mississippi (662-724-2192). The phone company supplies the fake area codes and phone numbers for FCS. That's why you can't trace it.
BPM is located in Salt Lake City, Utah. The number is 801-553-1357. If you log onto their web site you can get all the names of the officers. The company that is actually processing your credit card is Mississippi Loans also in Utah. They are owned by Bridge Capital. Call them directly for updates. The number is 1-(866)-583-8900.
