The answer to those questions--and more, simmering underneath some subsurface of arrogance and mismanagement--can be found by dealing with Gc Services Limited Partnership Collection Agency and the Oklahoma Tax Commission. Although mine is a very long saga, and must be condensed, please be aware: you could be next.
I am totally disabled due to service in our aerospace/DOD program. Over the past 3+ years, I have been threatened ("Lady, we can take your HOUSE and we will"), harassed, dunned, and assigned charges for extra interest billings on taxes that a) I have already paid and b) that the callers variously change years on.
My overflowing notebook includes admissions that
a) the OK Tax Commission was NOT ready for electronic filing
b)that tax payments often get separated from your filings and get lost
c)that I owe for 2001
d) that funds were taken from my 2002 payment to pay for 2001
e) that interest kept accruing through 2005 for this 2001 payment that was NEVER paid
f) that "LADY, you never paid a penny for 2002 OR 2003"
g) that yes, indeed, I did pay 2002 and 2003 (direct from the OK Tax Commission)
h) that I overpaid one year's taxes and received a credit
i) that I never paid anything on the year for which I received an overpayment crdit
j) that "oh, that information isn't in MY computer": although I just had payment information verified by the OK Tax Commission, the GC personnel (who vary constantly) GC didn't have that data and
k)that the consistent pattern is that the more info you send them, per their instructions, the more they will harass and dun you, and claim that you did not send it, or at best: "I didn't get that," from some agent or another.
Note: during this time my chronic health condition worsened, and I have been through periods of very serious illness. Nonetheless, I attempted to deal with the varying harassing calls, and the often-contradictry and conflicting demand for payment for various years, at various amounts, with payment demanded in various ways.
I have a witness who literally sealed the envelope when I submitted 2001 tax payment. I have provide the State of Oklahoma with the actual TRACKING NUMBER in the federal banking system when the payment was processed--to no avail.
The GC representatives scoffed at this. I offered, at additional banking costs (I have already spent a great deal on extra accounting help and bank research), to have the check photocopied, front and back, and was told that this was not sufficient proof. On another day, a GC rep ordered me to photocopy the front of the check and mail it in and that would be proof. Another rep said that I MUST get the original check and mail it to GC services.
Mail the actual check, which is proof of payment, to a service that had harassed me constantly with varying demands for various amounts for various years? I'm not that stupid, despite GC's attempts to pound me into the ground until I was.
I finally broke down and paid whatever amount GC demanded, but this time via charge card. I will now wait and see if that amount actually gets applied to my account or not. They told me I had to write a letter begging forgiveness for interest due (now almost $700)--mind you, I've paid this tax year; they've also told me that they took 2002 to pay for 2001, although that story changes--so that this expense could be forgiven.
When I asked for an address, I was ordered to fax it in. Hmmm, I thought, no physical mail=no certified mail tracking. The fact they wanted to avoid that type of mailing spoke volumes. Nonetheless, I prepared and mailed the materials, and insisted that I get a CONFIRMATION THAT THE FAX HAD BEEN RECEIVED IN THEIR OFFICES. My package includes that confirmation and a tracking number.
Then I told the friend who had sealed the envelope with the 2001 payment: by the end of next week I will be dunned for this letter. It only took one-half week; by Wed. the harassment began again. The fact that I had confirmation the fax (several pages long as I had included history--even though they had been clear that they did NOT want written history) had arrived and could provide the rep with the tracking number meant nothing. The next order was barked: refax it. RIGHT NOW.
Now they are dunning me again, morning, noon, and night, for a fax they apparently do not wish to locate in their own offices. I found the physical address via Rip-Off, and will now fax again, and also mail via certified mail.
People dealing with the state of OK tax bureau need to remember that the Oklahoma City newspaper had photos of tax commission employees being marched out of their office in handcuffs, charged with stealing. You also need to know that OK tax accounting systems, and their computer tracking, are a mess. You can talk to representatives 2 days in a row and get 2 different stories about your account.
However, at least they will be polite, and will try to find things, even if they cannot.
You need to be aware that when you are dealing with GC services, they don't really know what your status is, they don't care, they only want that payment they will get, they will harass and intimidate you and try to befuddle you with various claims made at various hours of the day and night, and they will threaten you.
From now on, all my taxes are being paid via charge card via and independent 3rd party.I will never again trust enough to put a tax payment in the mail.
And all communications with GC are tracked, annotated, stored, and verified. When I sent that fax they now can not find, I had a witness. And, be aware of this: it is always YOUR fault. The GC attitude now is that I didn't send that fax.
They treat everyone as cheats and liars. They do not have accurate data. They do not care. They will harass and intimidate you, and deliberately try to confuse you, until, as I did, you break down and give them any amount of money they demand.
I consider myself, other than the debilitating and very serious illness I battle, to be a strong person and one who is well-informed. Yet I found myself battered over and over verbally, to the point where I couldn't sleep, and finally to the point where I paid them with my charge card for what I had already paid, and then spent a good deal of time sobbing.
Then I sent the letter they wanted, and now they are harassing me for that letter. Here's a question: why should I resend that letter, to the same number, with the same procedures, if they have consistently demonstrated that they don't have control of their data?
I do not expect my harassment to end anytime soon, no matter what I do. Their modus operandi is to use the name of the state, to find any vulnerable points you may have, to disregard any facts you may have, to disregard their apparent inability and unwillingness to consistently maintain and track your data, and to keep battering you and assaulting you verbally, at any hour of the day or night, Sundays and holidays too, until they hit you enough and hard enough that you will hand over your charge card number to a basically unknown and un-verified 3rd party.
About that charge card: I removed all other charges from it, and now I am watching it like a hawk.
BE ADVISED: I have never received a written confirmation of my payment via charge card. I do have a confirmation number, but like all numbers given to these people, I do not expect that they will mean anything. However, I do have a print-out from my charge card company, which will join the file with my attorney, of payment.
If you have had similiar problems with the OK Tax Commission and GC Services, I would like to hear from you. I believe that my case is only one of tens of thousands, if not millions. Informally, I have heard horror stories from other people in my town about the OK Tax Commission losing payments, and about GC services.
Advice: if you must deal with these people, keep vast and accurate records. I track mine with even the actual time stamp of conversations on various days. Never, ever, send them any single-point piece of paper that you can not replace. Do not expect that normal business standards--including bank verification--will apply to them. They will not care if you, your bank president, and witnesses can provide accurate proof of payments.
You will be dunned, harassed, and threatened, endlessly. And when you finally pay them whatever they demand, it still will not be over.
Do NOT mail tax payments via check to the OK Tax Commission unless you do not have a charge card. Only pay taxes via an approved agent--there is now a good one online--and with a charge card so that you can have 2 outside verifications of payment.
And should you fall into the clutches of Gc Services Limited Partnership Collection Agency, keep a large notebook and keep records. Not that the records will help you right then--except to help you personally with the mind-fog they intentionally create by having various people throw various numbers at you at various times--but because you will have good records when some brave attorney finally takes them on. Be aware that you should never send them money that can't be verified by a source other than your bank, because they are not about to accept standard banking transmission verificaton. Do NOT send them your only proof of payment of anything--i.e. an actual check, or your copy of an actual money order--because you will never see it again, based on their track record so far--and they will continue to harass and intimidate you.
Be aware that when you follow Gc Services Limited Partnership Collection Agency instructions that whatever you send will most likely not added to your data. Then they will beging harassing you again. They will be sarcastic, they will be rude, they will imply that you are so stupid that you didn't get the right address, they will employ any tactic of confusion and intimidation that they can.
And do not be surprised, if, as I have done, you ask them enough questions that someone puts you on hold, snottily, to ask a "supervisor" (although I've never gotten to an actual one, despite asking), and they accidentally leave the open, that you get to hear what really goes on.
What goes on? A lot of a laughter. A lot of insulting and demeaning references to people they are dealing with. One afternoon I got to overhear what really goes on when an arrogant rep put me on "hold," didn't hit the right button.
It isn't pretty. And it isn't helping you solve any problem. It's about getting money for them, and power, and intimidation.
After the Easter break, I will, indeed, trudge off and resend the original fax with the "begging for forgiveness letter." I will also send it via certified mail with a signature requested--and this time, I will use the full name, which I finally managed to get, of one of their reps, and demand that rep's signature.
By the way, when they speak to you, they will give their names as "Miss" so and so, or "Mr." so and so. They will, however, use your first name, immediately, to indicate their power, and they will sling the name of the State of OK around as though it were their personal mallet to hammer people with.
They are disorganized, and they don't care. I think now that their inability to find things--even things that are in OK state computers--is deliberate. I have had a GC rep on hold and gotten an OK state tax agency rep on another line to verify info, and advised GC of that, saying that I am now speaking with a rep. They simply say that if it isn't in their computers, it just isn't so.
Please keep good records. And remember: GC is set up to confuse and bully you. Actual facts have no meaning to them.
However, I fully believe that one day, some attorney, or maybe some government entity outside the state of OK, will accrue enough facts to change some things. I also still want to hear the outcome of the OK state tax commission employees marched out in handcuffs, and how that affected our tax records.
