Georgia Child Support Services Georgia Child Support Enforcement, Office of Child Support Services, Division of the Georgia Department of Human Resources Although I pay my child support monthly, my driver's license was revoked because DCSS is a broken organization. The Georgia Deparment of Human Services, specifically the Office of Child Support Enforcement is a joke. A cruel one. Although I have paid my child support every month for several years now, every year I can look forward to being harassed because of administrative mistakes, misfilings, and rude, ignorant, and sexist employees. This consistently escalates to higher and more humiliating levels.
This week my driver's license was revoked this week and I had to pay over $535 for administrative fees, and to get it reinstated because of their inability to conduct professional business; they cannot seem to put the money that I send monthly into the right account. What is more obscene than this, is that they refuse to credit my account for the money I have paid, even though I receipts of all I have paid into this system. This is not my fault. If I make the money and pay it, it is the responsibility of the Office of Child Support Services to put it in the right account.
I am a responsible father and realize that my son has needs that I support completely. This past spring I had an opportunity to attend a wedding of a friend in Jamaica. Because of mismanagement of funds on the part of the OCSS and continued unnecessary harassment, I could not obtain a passport. This made absolutely no sense whatsoever.
I called to inquire as to specifically why I could not obtain a passport, but was never given a straight answer. When I call, the workers are consistently smitten with anger, hostility, resentment, inefficiency, and ineptitude; they put me on hold for thirty minutes at a time, hang up the phone, and treat me as though I am dead-beat dad, which I am not. I have all the receipts to prove that I have made payments for the past six or seven years. If I go to the office in person, and ask too many questions, the workers are routinely nasty and as a last resort, they always manage to punctuate a bad situation by trotting an attorney out to speak to me, who then makes veiled threats to 'take me back to court' if I don't stop asking questions. Mind you, I'm asking questions in an attempt to straighten out the problems that they have created. What is their agenda?
I have a job now, but if I have to keep calling this organization monthly and continue to be put on hold for thirty minutes at a time, or have my licensed revoked again, then I lose my ability to get to work and make money and will then be arrested for lack of child support payment, an offense punisheable by imprisonment. What do they want from me? I had a child and I pay support!
I would like to call for a reform of this organization so that I can live my life without this senseless harassment. I am asking for any and all people who have had similar problems with this group to contact me as soon as possible. I am not advocating for deadbeat dads (or moms). I am advocating for the rights of families and dads who wish to have their child support payments applied and credited to the right account. I am also advocating for the right to enjoy my life and be treated with dignity and respect because I have done the responsible thing of supporting my son. What more can I do?

Ongoing issue with a system designed for failure. My case has been open for over a decade and I have been a father that is easy to find, easy to contact and easy going. My payments have always been made, and at times a few payments have been missed, or late yet, all efforts to make payments and catch up have been made. Unfortunately, due to hardships and the economy keeping job for an extended period of time is difficult. Those on the outside of these situation may always say, "it's your responsibility" which is exactly my point.
Too many fathers have a bad reputation, which is a given. However, what about the fathers that always pay, always report change of employment, constantly update addresses/phone numbers for communication? And why is that the Child Support Enforcement agents, calll only when they have done their yearly reviews to get caught up on their cases? I understand that the job they work doesn't pay much and they may be understaffed however it doesn't allow anyone to speak to any human being less than humanly. The CSE mentioned above has NEVER been amicable or even cordial in discussion with me on my case. The same CSE speaks to my employer as if we owe millions of dollars. Highly offensive, and highly disrespectful.
At one point, I was making payments that I fell behind on double every month unitl I caught up an arrearage amount. Once I found out by speaking to "customer service" agent at the 877-423-4746 number that I had paid more than needed and actually had a credit of $70. Once I called in they refused to pay back the credit that I have and even refused to call it a "credit" saying that they would have to conduct an audit on my case. Once I did this, I never got the results for 3months. After 3 months I called in and they said that the audit was conducted and completed. So what was the outcome?" They said there were not any notations to my case and that a new audit would have to be conducted. I sent an email, a hardcopy letter to the address, and an email and finally received notice that along with a check for .09 cents. Can you imagine?
Then I recieved a threatening letter shortly thereafter that if I did not cash the check that they would "process the funds" towards my case. I did not oblige then in the least. They had already taken time to find ways of nickeling and diming me so that the "credit" can be applied towards fees. Now let's go down the list of fees they charge:
STAX FEE
FUNDS TRANSFER FEE
ITERCEPT FEE
STATE SERVICE FEE
These are just some of the fees that they will show even when payments are paid on time. Now to make things worse, the online system doesn't work because as I was making payments, THEY WERE NOT UPDATING, the arrearage amount online. Basically, if the "new" online system is working then it's pretty obvious this is a design for failure. Paying more than owed. Now, if you want to call and speak to a live representative, you can do so after about a 30min hold time and then they will say, "I'm sorry our system has crashed and I need you to call back for detailed information because I can only give you basic information and nothing specific to your case." You can also for get about making a change on the phone or online because the change never last based on "case agent review" which may or may not be successful based on her mood, which usually is terrible since her job stinks.
On top of it all when you have a "pay history" sent to you, it becomes obvious that mulitiple office process your payment (if it gets processed at all in time) by offices with identifying numbers such as office # 110 or 007 or 000. Since when does an office have a number of 000. This is very troubling since that is the office number identified for arrearage payments.
Too many flaws, too many people involved touching cases, online system and internal system poorly constructed by engineers or just pushed out by whoever to operate at a poor level creating a flaws across the board. Take this with the poor attitudes, the desire to collect from only those they can reach, and not treat the paying fathers as responsible adults they deserved to be treated as and do some real work by not robbing us. Falling behind by a few payments, or anything between $500-$2500 in arrearage is not something to throw up a red flag and treat the NCP as a criminal or less than a human being. This treatment will catch up with your system all and I recommend that more people become aware it......by staying quiet will not fix the problem.

You are not dealing with the State of Georgia. You are dealing with criminal private child corporations. You are either dealing with Maximus Inc. (please look them up). Or Child Support Services as they are in Georgia. The United States Postal Inspectors just hit them with a order to cease and desist. Look them up. The States no longer do child support, everything has been privatized.
As them who they are, and aslo go to lary holland.com to get a view just how much corruption is in the child support child welfare, etc. Also look up on Rip Off Report on Maximus Inc.
