Found IC Services while searching for Grant preparation company. A bit high pressure sales, but despite the companies pressure to send the contract and money, I told them that once I received the contract, I would send it to my attorney for review. My attorney said that it was okay to send the money and sign the contract because it was a standard "payment for services" agreement to procure and prepare grants for me. Once that was done, I was told that the Grant "proposal" would arrive in 3-4 weeks. I waited and waited and still no Grant Proposals! I called and they said I needed to fill out another questioneer for them to complete the process and eventhough the information requested had nothing to do with the "business grant" I wanted to apply for. They then told me to enclose my basic proposal with the questioneer for further review. Now because their contract requires me to supply them with their "application" information (for the 2nd time) I sent it off with the proposal. Nothing no word nada zip silch!!! I did finally reach someone by phone who told me no proposals would be forth coming, only applications for grants I might qualify for. Boy was I P**&^&$, I told them that they were supposed to supply me with the appropriate grant proposals for me not applications, I could do that on my own, I did not pay to applications but the Grant Proposals!!! Well the guy said the applications would come but it was up to me whether or not I wanted apply but that it would negate my contract and I would not be entitled to a refund of my fee! So again I waited, it's been almost a year and nada zip silch!!! now they are not answering their phone calls and 36 complaints have been filed with the BBB for Oregon. Avoid this company they are rip-off artists.

After suffering no response from ICS and no reply to my BBB complaint I finally filed a complaint with the FBI ic3.gov and IRS, yes there is a form with the IRS if you suspect someone is not paying their taxes! Sorry can't find the form number but if you search the irs web site you can get it. How else can they do legit business unless they pay their taxes, and if they are ripping off people then maybe they are not paying their taxes... if everyone that has been ripped off by these people files these two complaints with the government, I think some answer will be forthcoming.
