Internal Revenue Service In nov.my husband got a ticket for no insurance because ours wasn't going into effect untill the first.He went to the county showed them our insurance card and paid the fine.Then I get a letter saying Internet

Given the above statement and your post's title, you appear to believe that the Internal Revenue Service has something to do with car registrations or car insurance. I can assure you that they do not. They do not care if you drive around without insurance, nor do they charge people who do so. If you really got a letter that says you owe the IRS for not having car insurance, it is a scam.
You may actually have an issue with some state motor vehicle department, but if that's the case, you haven't identified it as such.

I can tell you that the State of California's DMV will attached your state refund for back registration fees. They will also attach your state tax refund for past due tickets. I can also tell you that most people get letters and don't take the time to read them correctly.
