JPL Marketing LLC ILD contested billing since at least Jan 2010 for voice mail service monthly fee Atlanta, Georgia

In checking my current AT&T bill I found an itemized charge totaling $19.93 for charges for 407 381 4781 billed on behalf of JPL Marketing LLC for "voice mail service monthly fee" which I have never requested nor authorized.  In checking prior bills for 2010 I find this charge has appeared since Jan 2010.  It probably goes back even before that.  My AT&T bill indicates this service is processed by ILD Teleservices, Inc., and the provider is not affiliated with AT&T.  On visiting www.Ildteleservices.com I was advised that they are a billing service only.  I have spoken to both AT&T and to ILD (1-800-433-4518) and presumably contested charges are being removed going back approximately 6 months, and will include further investigations.  A web search for JPL Marketing LLC did not produce any results.  Many companies used "JPL" as part of the identification.  I called several, and they were not the JPL Marketing LLC in question, and the one site which was the closest, the phone number is no longer in service.  There is obviously some scam going on.

My error is not in checking my AT&T bill earlier.  Who knows how long this has been going on?
