I was asked to do some tech work via an email. I looked at his web site, looked like a good company. I was unemployed and looking for some work. We talked on the phone, and came to the agreement of price and having a helper. When time came to do the work the site was not ready, and there was no helper. The site is an hour from my house. When I called him to report on the site, he did not call back till I was home hours later. I did get the job done, 4 trips later. The customer was happy to have it done and working. 

I sent in my invoice for payment that week. I have emailed and called many times for weeks to get paid. I was contacted June 29 2012 to do the work. It is now November 23 2012. He has said a couple of time the check was in the mail. Then there was an issue with the amount, had to redo account. The last email I got from him said he was having payroll issues. 

Now I have given him every effort to make right on this. Work was done and no payment. Some thing has to be done about his unethical behavioral.
