If the SOL is not expired you should quickly file a small claims suit against them for the full amount of the check that they gave you that is NO GOOD.

I am somewhat confused as to how a check presented by JH would have already been endorsed and cashed before you recieved it. That would require a second check to have been issued, given to a stranger (not your family), and deposited with a false endorsement. Your check should have been clean (no endorsements), and with a unique check number. That part totally confuses me.
Because it has been three years, I do not believe anybody (bank, JH, IRS or the Police) would take a very active interest in this. I believe you may have waited too long.
In any event, this is what should have happened.
1. If JH issued the check, and it was deposited because a duplicate had been issued, they should have issued you a new check and taken responsibility for the bad debt. They should also have investigated the office you went to because it would seem on the surface that there is fraud coming from the office.
2. The IRS should have been informed because if a check was issued and fraudently endorsed, they would investigate and have issued you another check when it was proved you had not cashed the check. Of course, the IRS would have had to issue the check, not a bank.
3. The bank should have been held responsible for cashing a check with a forged signature. It was the responsibility to ensure payees are identified properly.
The police are not likely to expend much money or manpower to investigate a $900 check, so they would take a report and it could be used if the culprit is ever caught, but otherwise I wouldn't expect anything from that source.
You took only one step (notifiying the police, who took a report), but did not hold the bank or JH feet to the fire. They appeared not to have acted properly.
