Julian Anthony Miller, Julian Miller promised me a website, but gave me nothing but excuses and he won't refund me! Chicago, Illinois

On June 5th I paid Julian Anthony Miller (Julian Miller) $880 and he promised to deliver a completed website within 30 days or I'd get a full refund. It's not 7/28 and I don't have either!

When dealing with him all I got was excuse after excuse and broken deadline after broken deadline.

He promised to give me a design mochup 2 days after me paying him.  It took him 9 days to give me 1 design that wasn't what I wanted. I gave him changes to implement and I never saw anything again.  After 32 days I got fed up and filed a dispute with paypal.  He will advise you to pay him through Paypal because they'll protect you and give you your refund.  That's a lie. Paypal will not refund you if it's a virtual transaction.  I've been asking him for my refund, but he claims Paypal has frozen his account and he's not able to refund me. How about a check? Money order? Is he walking around penniless because Paypal is frozen? (That's if it is really frozen I have no idea because all I get from him are excuses)

By the 13th he said he had a website that was so far along he was uploading it onto a server.  Then his server was down so he needed a new one.  He claimed he got a new one and still I saw no site.

These are his excuses: he was sick, he was waiting for a new server, he was out of town, he missed his deadline and needed a new stopping point, he forgot to put a subject line in his email so it didn't send etc.

I have emails after emails of him promising to deliver me a site and another excuse for him not doing so.

He claimed he was halfway done, but how is that so if I only saw 1 design?! 

He's unprofessional, a liar, and he's stolen my money. Don't work with him!
