I think what they're doing is illegal, and a complaint should be filed with the Illinois Attorney General's office or some other appropriate agency who have the clout to put this bottom feeding company out of business.
They are using people's reluctance to give out personal information as a weapon to enable them to continue to harass law abiding people.
