Laramie County Community College of Cheyenne Wyoming had employees in at least three possibly more than three areas on campus working over 20 hours per week for years on end. Under their policy working over 20 hours per week automatically entitles you to full LCCC benefits. NONE of those employees were ever offered their rightfully earned benefits. Rather than give these employees their rightfully earned benefits to solve the problem the college cut everybodys hours under 20. They honestly believed this was just fine with the employees. I am now exercising all rights under city, county, state, and federal law that protect me from any and all retaliations what so ever from Laramie County Community College including any of its associates or employees. I am exposing Laramie County College for not paying benefits to the LCCC employees who worked over 20 hours per week. The coordinator in the area where I work has seen fit to ask me to work for nearly four full semesters at well over 20 hours per week without paying any benefits. I was NEVER given any documentation explaining any of the college benefits. I was NEVER asked to sign any documents stating that I understood any of the college benefits. The coordinator NEVER offered me any benefits what so ever. I believe that this shows possible contempt to violate their own policies as they see fit with no regards for campus rules and regulations. I am not the only employee who has been asked to work over 20 hours per week without being paid any benefits. This coordinator started out asking a couple of us to work over 20 hours per week. Each and every semester following this semester the coordinator requested more employees to work over 20 hours per week NEVER to offer them any benefits. I honestly believe this is an abuse of power and a possible violation of the benefit policies at Laramie County Community College. Rules and regulations are traditionally put in place to protect everybody.

I have NEVER received an employee handbook from Laramie County Community College. Some of the employees who are also students do get a student handbook but as far as I know none of the employees have ever received an employee handbook in the area that I work. I actually had to go to HR and request one in person which I have only recently read about the employee benefits during the fall semester of August 2010. Why the coordinator of our area never gave out employee handbooks is beyond me. I find it a shame since even the most undesirable places to work in this little town not only give out employee handbooks they go to great extents to explain our rights and benefits. While a handbook is only a guide and will often have a disclaimer stating that it is not a contract between the organization and the employee the organization does have a written policy for their offered benefits. The LCCC employee handbook has a definition of part time employee and benefits which can be found on page five. That handbook that HR gave to me during the spring semester of 2010 seemed old because of the pictures.

This is the part that really gets me mad about this institution. After reading the employee handbook in August of 2010 I had found that a very nice benefit was listed for those working over 20 hours per week. This benefit had a price of 5 dollars per credit hour for tuition. At 12 credit hours that comes to 60 dollars for tuition instead of well over a $1,200.00 dollars per semester for tuition and fees. I was told by another full time LCCC employee that they thought the price actually went up to 10 dollars per credit hour for benefited employees. If I give LCCC the benefit of the doubt that is still only 120 dollars per semester for 12 credit hours instead of well over $1,200.00 dollars per semester for tuition and fees. I could have easily earned at a second degree in a similar area to the one I already have and a second certificate in the nearly two years that I was asked to work over 20 hours per week. It is my personal belief that LCCC has cost me a second possible future by NOT offering me the educational benefits. This most definitely sounds like a multi figure lawsuit against LCCC for the loss in possible future jobs for the lost education potential that existed. That is unless LCCC would admit that their degrees have no value and a graduate will never earn more moneys with an education and degree from their school.

While there may have not been any local laws broken it certainly appears that LCCC has violated its own benefits policy. Rather than give these employees their rightfully earned benefits they simply cut their schedule below 20 hours. I think this was a feeble attempt to justify it by claiming budget constraints. This action in itself was an outrage to many of the employees. Cheating the employees is so sad because they currently receive such a ridiculously low rate of pay. 99 out of 100 employees would certainly ignore their company cheating them for a few days, several weeks, or a month or two if they knew their company was in financial troubles. When an organization goes into months, then quarters, and even years on end by cheating their people they are abusing their powers. It is my personal belief that LCCC has most of the employees well intimidated so they will say nothing openly. I believe this enumerates a very deep rooted area of actions by an institution with a highly questionable leadership. I also believe that the removal of the previous LCCC president was only the tip of the iceberg. They can pay off a questionable president for 360,000 dollars to resign then they turn around and cut every bodies hours below 20. If those in charge are claiming ignorance to the knowledge that the employees were being cheated out of their benefits then why has LCCC not terminated them? I will continue to remind the new employees, the new students, the parents of students, and the community about this item for all times clear into the next century.
