Lumeria i was charged but no product received not given Internet

i got an offer on the internet for a free bottle of an eye care product which was supposed to wipe away wrinkles. the celebtry pitching the product was Katie Couriic. it was supposed to be free just pay 4.99 for shipping. no phone number or address was given. The charge was applied to the debit card which cleared the bank. i was also promised the face cream for just shipping. i did not receive this product. As i was reviewing my bank statement I found a charge of $86.70 for Lumera Extra . with no phone number  listed , I can't even inquire about this charge.
