Manteca Police Dept Officer Machado, Watch Commander Clark, Lt. Orcutt Corruption , falsifying facts on a reports, false investigation, not allowing complaint to be filed, telling citizens to SUE them, that is what courts are for! Manteca, California

  There is major corruption and fraud within the police department in Manteca, CA. The police officers do not adhere to their oath and duties of an officer. There was an accident with a city employee in a city vehicle, sending driver to the hospital by ambulance. The report was picked up and details were false. The officer referenced his opinion of who was at fault by measuring fake skid marks to determine false speed. A city garbage truck was backing out of a driveway diagonally, on the N/B lane side of the street. The lanes run north and south. When he backed out, he went across north bound lanes and approximately 6 ft into s/b lane hitting my vehicle. The city employee backed out at a major amount of speed for that size of vehicle(garbage truck), verified by witnesses. The garbage trcuk attempted and moved his truck approx 5-10 feet from point of impact, before the police arrived. A witness yelled at him to leave the truck, and not move it. This was notified to the officer.

The officer was laughing and joking with the driver of the city and refused to take drivers statement. 2 additional witnesses were ignored and officer refused to take their statements, omitting them from the police report. These witnesses each have pictures and videos which clearly shows the officers false facts. The witnesses indicated the officers were measuring tire marks that were not from the tires of my car. There were many sets of skid marks, NONE around my vehicle. The pictures show, the officer lied stating the marks measured ended at the drivers side front tire, pictures show there were NO marks at all. In fact, the driver was just approaching area where truck was backing out of, when the truck backed out very fast. The point of impact was on drivers side and not front of my car which shows truck backed into him. The witness told the officer he was measuring wrong skid marks that went know where near my car, and he ignored her. Which is the reason she video taped, recorded conversations, and took picture that show true facts. The truck did not have lights on. The vehicle could not avoid, because there was no indication he was backing out, and no reason for truck to take 2 lanes without a safe time to do so.

I took information, pictures and video to police department, when Clark came out to talk, immediately stated, "I dont care what you have, dont want to see the pictures, I am not changing report." When I tried to ask for a re-investigation, he said he did not care what I had, he was not doing it, telling me "SUE US, THAT IS WHAT COURTS ARE FOR", I then asked him for his Chief's name and number, and he stated, "YOU CAN CALL HIM BUT HE WONT TALK TO YOU OR CALL YOU BACK!!" I called to get internal affairs number, and told they did not have one, to go chain of command. I was transferred to SGT Orcutt who told me the same exact thing. They are sticking by each other and failing to correct their errors. The supervisors were already telling me what the next chain of command person was going to say or do, as if they have already discussed sticking together.

This is FRAUD AND CORRUPTION AND AN ABUSE OF THEIR POWER. WHY IS THIS DEPT GETTING AWAY WITH THIS CORRUPTION. CLARK HAS BEEN INVOLVED IN A PRIOR CASE OF ASSAULT AND BATTERY OF A WITNESS IN THE POLICE LOBBY, TRIED TO DESTROY EVIDENCE OF A VIDEO, FALSIFYING FACTS AND WHEN SUED AS HE TOLD CITIZEN TO DO THEN ALSO, LOST AND COST DEPT AND CITY THOUSAND'S OF DOLLARS. THIS IS A MAJOR PROBLEM WITH THE CITY, AND COSTING THE CITY UNNECESSARY LAW SUITS IN HIGH AMOUNTS OF MONEY. SOMEONE NEEDS TO MONITOR THIS CORRUPTED DEPARTMENT AND SOON. THEY CANNOT CONTINUE TO GET AWAY WITH WHAT THEY DO.
