Municipal Credit Service I was referred to Vivian from Municipal Credit Service to fix my credit. Vivian said she can fix my credit within 2-3 weeks for a total of $499.00, however she needed an initial fee of $150.00 to star Miami, Florida

Now, as for your money. Any company that provides Credit Repair Services must abide by the Credit Repair Organizations Act(CROA). If the company does not follow the provisions the consumer(you) may have the legal right to sue them not only for the fees, but punitive damages as well as attorney and court fees as well. Not to mention that the FTC may start to investigate them.
One provision of these regulations are that they are not allowed to take any money before services are performed. So by them charging your card they have violated the CROA and you most likely have legal action you can take against them.
The link below is from the FTC about the CROA which you should read over. You may also want to consult with an attorney and then either retain the attorney to sue, or file for yourself in small claims court if they have done anything illegal.
