The return address on the ORDER OF WITHHOLDING FROM EARNINGS shows:
State of California; California Student Aid Commission; C/O NCO Financial Systems Inc.; P. O. Box 9064-WWU; Dublin, OH 43017
I've NEVER attended any school in the state of California.
Additionally, the address where the garnished wages are to be sent is:
NCO Financial Systems Inc.; P. O. Box 929; Brookfield, WI 53008-0929
It states, in part, "For details on your wage garnishment responsibilities, please refer to the U.S. Department of Education's employer Web site at http://www.ed.gov/offices/OSFAP/DCS/awg.employers.guide.html."

I HAD THE SAME PROBLEM ABOUT `10 YEARS AGO. LET ME TELL YOU WHAT MAY BE A GOOD THING TO DO.. FIRST CONTACT US DEPARTMENT OF EDUCATION WASHINGTON DC. INQUIRE ABOUT THE STUDENT LOAN IN QUESTION.. ASK IF POSSISBLE THAT THEY PROVIDE DOCS TO SUPPORT THE POSITION THAT YOU OWE.
NEXT CONTACT THE NEWS.... GO ONE LINE AND EMAIL THE STORY OF YOUR STUDENT LOAN FRAUD TO THE NEWS STATIONS... EMAIL AS MANY NEWS CORRSPONDANCE THAT YOU CAN FIND. ESPECIALLY IN THE CITY WHERE THE COMPANY GARNISHING YOU IS LOCATED. I WAS GARNISHED BY ED FUND NCO COLLECTIONS FOR A STUDENT STUDENT LAON THAT WAS PAID OFF IN FULL IN 1988 BUT THEY GARNISHED ME IN 2004.mORE THAN TEN YEARS AFTER LOAN WAS PAID IN FULL
I FIRST VERIFIED THAT DEBT STATUS WITH US DEPARTMENT OF EDUCATION, THEY TOLD ME THAT MY LOAN WAS PAID IN FULL IN 1988, AND THAT THEY HAD NOT TRANSFERRED MY INFORMATION, THEY FAXED ME OVER A LETTER TO ARRIM THAT. THEN I REPORTED EDFUND TO THE STATE OF CALIFORNIA ATTORNEY GENERALS OFFICE. YOU SEE IF YOU CHECK YOUR GARNISHMENT LETTER , AS I FOUND OUT THIS COMPANY DESIGNGED ISSUED AND FABRICATED A LETTERHEAD WITH THE CALIFORNIA STUDENT AID COMMISSION ( A DEPARTMENT OF THE FEDERAL GOV) IN ORDER TO BY PASS THE LEGAL DUE PROCESS OF TAKING ME TO COURT.
IT IS ILLEGAL FOR ANYONE TO FABRICATE AN OFFICE OF THE GOV... ON LETTERHEAD. WELL, ED FUND NCO AFTER GARNISHING ME, I WORK FOR THE CITY OF LOS ANGELES ( GOV).. STOPPED THE GARNISHMENT WHEN I REPORTED TO THE ATTORNEY GENERAL .. THEY SENT ME ... BACK TO THE CITY OF LOS ANGELES EVERY DIME THAT THEY TOOK.. BECAUSE THE ACTION WAS ILLEGAL...I THEN TOOK NCO /EDFUND TO COURT .. AND WON.. THEY HAD OBTAINED & OR BOUGHT AN OLD FILE THAT WAS 24 YEARS OLD AND DID NOT VERIFY THE STASTUS OF THE DEBT.. THEY JUST GARNSHIED ME.. WHERE IS THE MONEY GOING THAT THEY GARNISH . IF THE US DEPARTMENT OF EDUCATION SAID NO DEBT WAS OWED, THEN WHO WAS GETTING THE MONEY.. SO YOU SEE YOU HAVE TO FIGHT.. GO ON LINE AND CONTACT AS MANY NEWS STATIONS VIA EMAIL AND TELL THEM ABOUT YOUR STUDENT LOAN IDENITY THEFT CASE.. I EMAILED 55 AND 8 RETURNED MY EAMIL.. BECAUSE IT WAS A GOOD STORY. ALSO .. NEVER PROVIDE YOU INFORMATION TO A COLLECTION COMPANY SSN# , dob , dl # they will use that information to say that here this is your debt .. if you fight back
