I have been forced to deal with this wretched company since the fall of 2006.  N.C.O. was contracted to retrieve a wrongful deb by Emergency Medicine Associates for emergency room services rendered on July 6, 2006 - services which my insurance company states that I was never liable for.  I was never formally billed for these services.  They simply materialized with calls from the National Recovery Agency (N.R.A.), a debt collector contracted by N.C.O.  I tried to deal with N.R.A directly by requesting that my insurance company send over an explanation of benefit absolving me of any liability.  But according to N.R.A.'s records, I always owed money.  As I felt that escalation of this debt might prove detrimental to my credit score/ability to obtain student loans, I actually ended up paying the supposed "debt" to avoid the annoying calls and letters.  I made payment in 2007.  I did not hear from N.C.O. or a contracted debt collector for two years.

Beginning July of 2009, however, I was contacted by Credit Watch Services who stated that I still owed a portion of my already paid "debt".  Naturally, I quickly faxed over my receipt of payment and requested that my insurance company fax over an explanation of benefit.  Each day, I spoke with representatives of N.C.O. regarding the strange timing of the debt collection (two years later?!), documentation that I had paid previously, and the fact that I was not liable for the debt in the first place.  Each representative proved clueless, disrespectful of my time, and determined to extract money from my wallet.  Each time I faxed over explanation of benefit or requested my insurance company to contact N.C.O., information regarding my account was either "held within a different department", "not in the system yet," or "never recieved at all."  I had to speak with N.C.O's corporate office to admit that I had faxed over important details and was not liable for additional payment.  In order to "clear my account," they requested to know my social security number (?!)

All my dealings with N.C.O. can be summarized as consistently cheap and sleazy.  It is time that all become wise to what this company is - untrustworthy, contemptible and deceitful.

I kept all documentation and explanation of benefit from my insurance company (which I had also forwarded to NCO) and sent it to the BBB of Pennsylvania along with an explanation that NCO was trying to extract what I had already paid.  Within a few weeks, I received a reimbursement check from NCO, for $130 -which was for the money I had already paid back in 2007.  Calling the BBB was the most worthwhile interaction I had when dealing with NCO.
