I was towed by a parking company where I live and that is operarting without a permit to do so which expired on 5-13-2010 according to county business records listing website OF THE COUNTY OF SAN DIEGO CALIFORNIA..
2005-017190 is the license number
called NETWORK PARKING SOLUTIONS of el cajon, 619-938-3096 which the company operates out of a P.O BOX , no physical address, which if us citizens did the same we would be screwed, However the owbner claimed to be connected.
not only towed my vehicle he is taking money in some permits charge and gate charging from our rental money each month to"service us tenants"
. I tried to stop the towing which occured at exactly 3am, but a neighbor awoke me, but even so and after yelling at him to stop, the towing company called PAXTON towing, but the tow truck driver refused to stop.
The owners name is john harris, and also when I called he called me a idiot and a moron and did not have to tell me anything else than above of his "connection".
When I went to pickup my vehicle a 4;45 am the towing operator gave me this network parking solutions "citation" but since this parking enforcement companys license "expired" on May 13 2010 this "citation ' which sounds like a legal law enforcement document must be INVALID since his business license expired 5 months prior!
Logically if his license "expired' in county FBN records, it would be ilelgal to operate in the city of chula vista or other areas. I reported this to the county but if thier are other victims out there they should report it to the city of chula vista's Finance department since they were on channel 5i news a few weeks ago where this samething was happening to people going to a rallys resturant next to a ABANDON large Kmart parking lot
and at least there is several familes at the complex which have more than 3 vehicles and this includes persons with their work trucks that have not been towed.

john boy harris forgets to mention his partner is paxton towing which has engaged in criminal activity in the past and was prosecuted for it, and since harris shares the money collected that makes him a partner of paxton towing.
and when the illegal citiation fee is paid in cash or be demanded to the victim of the tow to pay to release the vehicle that is illegal. Its called criminal conspiracy when one or more commit a illegal act, also a tax fraud conspiracy when partners are associated as john harris and paxton towing is.

Again john boy harris seems to ignore and forgets to mention his partners criminal background from paxtons towing with their criminal past by mentioning someone elses. This is along with them paying some employees under the table cash not to pay payroll taxes, including social security taxes at the Freds Burgers shops such as the one in Alpine, and the food carts at some Costco's. which included john harris being removed for mouthing off at the female African American Judge, after she requested harris to shut up,
as a associate person of the deputy who ejected you, we know well about your actions in court and your racist comments against African Americans with some people that have reported you..
Again as for when the last date time frame from last year when there were no more posts from anybody until john harris starting up for no reason shows john harris starting up after a year and a half for no reason, except however his friends actions from the towing company who assisted john harris starting up will be fired for what he did as a side note since AAA does not like thier contractors causing harrasment to customers, which there was determned it started from a driver so a formal complaint on him, since the start of these posts started then.

Your comments really are strange to have to say you deserved to be towed and john harris is a nice guy . The comments against john harris started after john harris started to post Abuse after a year and a half of nothing being posted about him at all from any victim of his.
if you noticed the time that has passed,which really seemed to have been forgotten by yourself to check the dates or you did ot notice the date of the post from last year and the 1st post was that of john harris that started up this year.
As for the mentioning of john harris being removed thrown out and ejected by the African American Judge in court it is the truth that john harris as how he acted, which then brings the question as to his state of mind.
Why did this john harris started up after all this time is not only bizzare but unprofessional conduct for no purpose other to instigate a problem that was not even there no more. In law enforcement its called harrasment . As for one of his victims mentioning his record, well then harris instigated the victim to respond, since the record has nothing to do with the tow, and it seems he was a victim of indentity theft. Harris should then have mentioned his associate at paxtons towing criminal records which the owner has peaded guilty to crimes related to his towing company.
As for cops issuing tickets, they are actually in law enforcement to issue tickets as I am in Law enforcement, john harris is not or paxton towing anything close to law enforcement , paxton towings owner who is john harris"s has been charged in the past with crimes related to towing, and paxton should not of been a chula vista contractor, although they are no longer. john harris really started this current problem on his own.

My Experience with John- Our car booted- but I deserved it!

My name is Eric of LA Mesa, CA I want to comment on this topic I saw.My dad's black Bmw was booted by John's company. John was 100% professional and he did nothing wrong. And from what I read here the person who authored this is expressing frustration. I can see why he is angry but he has taken it too far in airing his dirty laundry and now looks like a child.
Anyway the reason my dad was booted is my dad parked in an incorrect place and no one could find him. My F150 was parked correct but not my dads beemer.
So we deserved this. We messed up! I learned to follow the rules and I can see many buildings here employ him.
Parking is a nightmare and if you don't enforce rules no one can park.
Its now 3 years since this incident. I have seen John for 3 years in 2 buildings I lived. He is a nice guy, who is dealing with many knuckle heads low life's.He tries to be professional but many times you have slobs with tattoos, and wife beater shirts that come home at 3 am drunk and rude. Try talking to a guy that's full of anger and telling him he has to park in his own assigned parking place.
I have seen John in my building at 1pm and 4am (not sure he sleeps) but he sure is not a bad guy!
The buildings hire him and all refer him to others. Our apartment manager told me that without John here none of us would be able to park. They like John so much my manager gives him hugs.
The 2 police that live in my building also say he is all legal and all like him and in fact they said without him they would impound a lot of vehicles.
The senior citizens that complain my radio, phone and alarm clock are too loud love him. Even the people in my buildings who disagree with each other they all still hire him and like him. The people who don't like him are the people who don't like anyone of authority whether the police, manager, or anyone who they feel will make laws to follow.
My point is you the author seem to have FAILED to admit your truths and what you did wrong. Instead of saying I parked a 3rd car and did wrong you are continually verbally abusing someone doing their job. Your postings are filled with hatred and regardless of what some judge said this does not make you right! Maybe the judge had her car towed and did not listen to the case and had bias. And the TASER part this is pathetic.
I really wonder what you do to police or parking enforcements that have given you a ticket?
Also why do you say African American so much? Its as if you want to start race wars. Who cares even the judge is a female? yet African American.
If I were you I would read what you sign, and follow the rules. My apartment manager says guys like you make her job hard. You think you know all the laws but never follow them. You are rude to people in real life, online hiding behind the net. John keep up your good work and dont waste your time replying to this ABUSER's post.

As for Johnny777, you say you were detailing an experience why not give the dates, times and personal info? Probably for the same reason as Stevei. You cant provide legal basis for your claim. So instead you resort to name calling. If a law does not fit your definition of fair its a loophole. Well your opion does not make it unethical or a "loohole". You were obviously towed for a reason, give the reason let us debate the merits of your claim. I do not use prafanity and do not become hostile or beligurent. This is my first time chiming in on this conversation... so hello all. And Dammit... I just spent like an hour typing out the details of a recent experience I had with John Harris and Paxton towing, but then I accidentally clicked my mouse and I lost it all! So frustrating. I will just go ahead and sum it up with a fraction of the words...
John Harris = DICKHEAD of the century. Before you can even get a word in, this guy will start screaming nonsense at you over the phone, and then has the nerve to accuse YOU of having a bad attitude with him and threatens to hang up... then he screams a little bit more... and then finally, he actually does hang up. I'm completely serious. I have attempted 3 conversations with this clown, and each one of the calls has gone exactly like this. He goes so far beyond the point of being ridiculously obnoxious, that it's actually pretty good for a few laughs. Paxton Towing, on the other hand, are just plain rude and obnoxious, but without the humor factor. Nothing even slightly funny or amusing about THOSE shady characters. Not to mention the tow yard on Mission Gorge, where they hold your car hostage, is pretty damn creepy for some reason.
Long story short.. go ahead and squirm your slimy ass thru as many legal loopholes as you want... It absolutely does not change the fact that your operation is entirely pathetic and completely unethical. Taking advantage of good, hardworking people, and screwing them out of their hard-earned money is shameful. Cheaters, thieves and liars never win... and until you are able to grasp that concept, you will forever be nothing but a big fat obnoxious LOOOOSERRR!!

Just as a side note for this harris, which nobody needs to explain anything for this a*hole, and harris who seems the need to harrass,for this idiots information we have had a indentity theft reports on our names with all credit agencies and included the IRS which is a reliable source from 2009 which this indentity theft issues have caused some problems, which someone used our names to do things which the IRS which is a reliable source verified by letter from the IRS that is not a lie , so harris still is speaking and acting like a ass.We reported him for being possibly involvement in our indentity being stolen and the theft issue to the IRS due to some of his previous statements.
Also since harris seems to like to talk out his ass, and act like one in court as he did with the African american judge ,his partners should also should thank him for the report to the IRS, and franchise tax board for paying some employee under the table to avoid paying Federal social security payroll taxes at thier freds burgers in alpine.
As for our address why would anyone give this harrasser their address , and now there is a restraining order in process against him, If he shows up he will be arrested for threats against us which include our children.
this is due since Harris needs to continue to harrass like a ass he is state things he does not know anything about.making harrasing calls,and like speaking out like the ass he made himself in front of the judge who ejected him for his bad behavior threatning manner towards female judge which is not a lie, but a fact.
As for the African american female judge who ejected Harris for his bad conduct in court, her decision was overturned by default, thats it, not that we were wrong, harris was told he is not a police officer to issue citation tickets, and he cannot enforce against residents a illegal contract or have persons who go get thier wait until after hours to pick up thier cars or pay cash only, as the judge told him before he was ejected for his bad conduct in court.
He would not of been ejected just for disagreeing with the female judge, just who is harris trying to kid? he was ejected for mouthing off at the female judge.
And the towing companies work in conjunction- partners with network parking when his drivers issue the ciitations, then the towing company tows the vehicle, usually the tow driver writes the citation the sametime the vehicle is towed.
The victims of john harris as others have stated all they had was a po box for contact,so victims go after more the tow companies which they would have when they picked up their vehicles, the tow companies are therfore partners in the tows.
but since harris minions call in the the tow, they are acting as also as a tow company as the judge who ejected harris was saying to him when harris became belligerent torwards her, that is the truth also.
His business is listed as a home occupation in the city of el cajon california yet in his license in chula vista he lists a business as a parking management company. Proably to pay less taxes
the city of EL CAJON finance department business license department However Both businesses have the same work address of 1406 petree st, apartment 486, el cajon california.
Also as for the driver who started this issue again, you were reported to the towing company contractor ,and the police. thats it.

NETWORK PARKING SOLUTIONS needs medical pyscological attention, as for threats he is making on a daily basis and he has been reported to police agencies for his harrasment . Paxton towing has the record for lawsuits due to networks illegal citations and demands for payment.

Stevei you said I have been sued more than 65 times. By your own post seems to be only 4 in which I prevailed in all cases. The commisioner you qoute was wrong and thats why there are appeals. She was overturned and you lost. Stevei you still wont give an address why is that?
The other cases listed are not connected to me as your search has affirmed. Stevei why not let people know about your criminal cases why not show those as well. Why is it that you only show myself and paxton. Are tou affraid people might actually see what kind of individual you are. All of the actions listed under me have been won because I do things leagally and ethicaly. You however can not claim the same. Stop hidding Stevei and post your address and be served. You have not answered any questions about your where abouts, I think that it's clear why. To many people are looking to resolve past judgements and collect restitution. You will eventually have to respond to the libel you have posted and the slanderous comments you have made. Once again Stevei you are a LIAR.

Court cases against network and his partners Paxton towing

The known lawsuits against network parking solutios and paxton towing are below, network parking solutions is known in chula vista as a parking management towing company and in el cajon is known as a home occupation business, and at the time in the case above did not have a valid license at the time.
network parking is the one that issues citations for paxton to tow vehicles after the vehicle is towed and demands that you pay the citation before the vehicle is released by paxton. network parking is partners with paxton towing as was determined by the judge, and was ejected from the courtroom for acting belligerantly towards the African American Female judge after she question him the legality of the citations if he was not a police officer and the fraudelant contracts the apartment complexs and network demands you pay them or you cannot park your vehicle.
The case was then determined by this judge to be in favor of the individual harris calls a liar, above, but was dismmissed 4 months later by another only because the the court letter on the time and date of the appeal was stolen by a individual at the complex and the second letter was not fowared, that is the only reason, and the laws she the judge were based on her 1st decision were the correct ones.
Regardless as for liars comment and threats, well network parking solutions partners were paying certain individuales at thier freds burgers as the one in alpine and hot dog stands in cash, and maybe to his tow truck drivers not paying state and federal payroll taxes and social security taxes which is a crime, one was a female manager at thier alpine location which she actually stated in front of several individuales including a Franchise tax person, and since network parking solutions insists on causing trouble after over a year even after keeping the ill gotten tow money, he now is causing his partners trouble also .

network parking is the one that issues citations for paxton to tow vehicles after the vehicle is towed and demands that you pay the citation before the vehicle is released by paxton. network parking is partners with paxton towing as was determined by the judge, and was ejected from the courtroom for acting belligerantly towards the African American Female judge after she question him the legality of the citations if he was not a police officer and the fraudelant contracts the apartment complexs and network demands you pay them or you cannot park your vehicle.

1st is that network parking s statements are false, he was ejected after a argument that he was bad mouthing the judge aftere she asked him if he was a police officer to issue illegal citations and was told that any contracts they issued were fraudelant, she said they were. So harris is a liar.

We do not know what started network parking solutions ,after a year and a half, but, the Facts are that he was ejected from the courtroom by orders of the Judge for his mouthing off at her. That is clear and coherant what the judge did to him, the sheriff kept a record and the Judge of his conduct.
That s fact, and they lost the case that time,and the only reason the case was dismissed later is that the property manager did not give us the appeal notice letter from the court, which we reported this to the postal authorities for theft of mail.

Steven you have absolutly no basis for the remarks you have stated. Once again you lie about the facts of your court case which you LOST and what the vehicle code states. This will be the last time I will respond to your misrepresentations in this forum. We have filed in court against you but since you have been evicted from your two previous residences we are unable to locate you so as to serve you with papers. You seem to make it a habit to lie about your past. You wrote on your previous rental apllication you had never been evicted untrue in fact you have been evicted at least twice and had yourapartment raided by a multi-juristicional task force. Did you inform your new landlord or did you lie to them as well.
My company provides a LEGAL service that is allowable by state law! In 2005 we did have a local state senator request an informal opinion from the State AG where as we were told the state had no issue with our agreements. Just recently the AG once again restated the same opinion with a formal Response that had been pending since 2007. She clearly says that a private agreement may include monetary fines for parking violations. Anyone can go to the states AGs website and read the opinion for themselves. The opinion # 07-804.
As to the claims you make about the amount of time required to remove a vehicle, you once again lie. The vehicle code statute is 22658 and there is not a reference anywhere in there about waiting 1 hour to remove a car from an apartment complex, in fact it states as long as there is a sign posted at the entrance 18x22 inches then a vehicle may be removed immediately. section 22953 states that you must wait 1 hour before removing a vehicle from a commercial property and specificly states it does not apply to apartments, HOAs, hotels or motels. You continually misrepresent the facts including the fact your name and information was on the dash. The papers on the dash were a blank rental form only containing the name of the property. You were told by management that you could only park the two vehicles listed on your registration form inside the property. She also would not allow you to register any other vehicles and said if any vehicle parked on property without a permit it would be towed and you also signed the policy stating the same.
Claims that you make about Freds has nothing to do with myself or company. Provide documentation for your claims or give an address and resopnd in court. Any further baseless claims will be met with a restaining order.

Harris is not being truthful as usual and should state that the fact is that 1st he was ejected by the sheriff by the order of the Judge for being very rude with her in the courtroom. the attorney generals office has no knowledge of harris statements that they approve of his illegal towings when they are less than a hour at night.
The case was won, since it is ILLEGAL to tow a vehicle in less than a Hour, for the driver to issue citations, and then demand cash only when picking up a car, all clear violations of state codes and laws, chula vista police did not enforce the laws since they were under contract with them at the time.
The drivers are not law enforcement officers. Also as to harris claiming in testimony he doesnt tow cars with notices in the windows, well his own photo showed the notice by then manager of who the car belong to when he was arguing with the judge who ejected him and he was almost tased.
As for the case being dismissed later, it was due to the dishonesty of harris and paxton towings bo not sending the appeal they made , and the court verifyed this to be the case. He is dishonest in that matter also, since the California towing law is clear, They are losers.
However as a side note about how they are dishonest they were reported by several ex employees to the state and Federal Tax board for paying thier employees under the table wages, meaning not paying payroll taxes to a female manager at Freds burgers in Alpine, which paxtons towing owns as well several hotdog stands at the costcos, as for the alpine manager they were loaning her a towed vehicle to go there according to her statements.

The property management and Network Parking prevail. Judge dismissed case and California AG writes and opinion substantiating Network Parkings contracts with the residents. It is legal to write parking violations. You can find all information in court records and AG's website.

The problem with the owner is that he is still upset from being thrown out of the court by the judge for mouthing off, that does not change the facts that he or paxton towing do not have the right to issue parking tickets which is a law enforcement duty, and have employees write these illegal citations themselves.
As for harris statements about the parking permits, and that leaving a notice in the front windshield our apartment number would not have the vehicle towed, that his company was so considerate, well he was so ignorant that when he took the photo that information was in the windsheild clearly visable,
and harris had it in his hand the photo before he mouthed off to the judge and was removed. too bad that would be just as good when harris was thrown out of the court, so the case continues, since he claimed he talked to the police and they understood his positon, well he must of then admitted to towing other vehicles also with the illegal citations and we thank him for it, since we also thank the certain employees of the business called freds burgers whos owner "bo" or fred alledgely paid employees under the table at least at their alpine branch to avoid paying taxes a consience act and even gave them cars to drive there that he saved so much taxes, well well continued alleged acts, just waiting for the state, feds or IRS to raid them for not paying payroll taxes,

The company has no state authority to write or fine vehicle citations only the police do.
This was told to him a few times Before he was thrown out of the courtroom by the judge, As for the police understanding his position, does not make it correct, only that he admitted to doing the violations to the police under the codes, which may number in the hundreds or more,
Also john harris claimed to the court he would not tow a residents vehicle if a notice was posted, well the fact is the photo of my cars dashboard actually had a actual picture of the apartment contract we had and number in the dash, but he ignored it , so even so he did not follow his own words. The racket therefore must be illegal for charging parking maintenance fees and citation fees list, and even so the price for towing a car is 75.00.
Also it has been brought to my attention that former employees and possibly present ones of harris associate paxton towing who worked at Freds Burgers are being paid under the table which they have reported them for that, even providing vehicles for them to go to the different resturants such as their alpine location and hot dog stands at costco. That can also be considered illegal behaviors

ILLEGAL towing confirmed and was escorted out of court

Harris lost his case due to the parking citations are illegal and was informed this by the judge who thru him out for his behavior in the court.This was at the southbay courthouse in chula vista ca 91911 on february 2, 2011 Also he had the vehicle towed in 2 minutes not the hour required at 3am.
Also he claimed that he "would of left the car there if it had a note, however he had the evidence in the photos he took which shows the informaton in the front windshield that is was done,not even looking at the notices that he claimed he would honor
also he was told and by the judge that the law only allows a legal police officer to issue citations and he is not in law enforcement, He also was told by the judge before the sheriff escorted him out that the contracts are bogus,thus opening a door for criminal complaints for making fraudelant contracts since they are used to misleed tennents into believing they are signing legal documents and or requested to do so for them to rent.
The state attorney generals office has complaints against them and all citizens that have been victims of networking parking solutions and the towing companies and apartment management companies have legal cause to sue and file criminal racketeering charges aginst them due to the citations and contracts being bogus

update, harris was sued and lost on february 2 2011 at the chula vista courthouse, and was told that his contracts with along the aprtment management company are Bogus and the citations are illegal, and may now face criminal charges for issuing these citations, he was found to have towed our vehicle illegally among other things, including the bogus contract, which involves Hundreds of apartment renters that paid these fees under the contract that the judge declared ILLEGAL.

Mr. Stephen Novoblsky who is the person authoring this complaint has not responded to the facts of his original posting. I have been completely transparent with my responses but he has to bring into question another company with a baseless claim of criminal negligence that is unfounded by any search. If you want to continue this Stephen then please use your real name and not a pen name. I would suggest that you concentrate on your own leagal matters and the reason for which your apartment was raid by a multi juristidional task force last month!
The Fictisous Business filling has been resolved and I have not recieved any letters from the city of Chula Vista. I did recieve a call from a Chula Vista Police representitive who understood completely my posisition with a individual that is completly unresponsive to the contract that he willing signed and failed to follow. The owner has been sent a letter last week by the CHULA VISTA POLICE DEPARTMENT sargent that he has no license -permit to have operated in the city,and by the finance department to his actual adress of 364 petree street in el cajon, a apartment complex also the towing company paxton towing has been cited crimnally in the past for predatory towing.

My name is John Harris the afore mentioned individual in this report. I would like to set the record straight on the facts of the removal of this vehicle. Mr. had just recently moved into the community located on 4th ave in the city of Chula Vista. Upon moving in to the complex he was required to read and sign the apartment rules and regulations. In this document it clearly states that he is required to have a current parking decal on his vehicle and the vehicle must be registered with Network Parking Solutions.
Upon moving into the community he was informed that he could only park and register two vehicles on property. He stated to management that he had three vehicles and she once again stated that only two were allowed and that the third vehicle would have to parked outside the gates on the street. He agreed and signed the registration form with only a Ford Bronco and Ford LTD listed which was then faxed to my company.The registration form requires a signature stating that you have received the rules and understand and agree to abide by them. He also signed the immobilization consent form which if the vehicle had been registered and found in violation would have prevented the vehicle from being towed from the property. The Ford Torino that was towed lacked a proper apartment parking sticker and was not registered to park on property. The vehicle was towed pursuiant to the property guidelines as set forth in the rental agreement. Not my policy the properties policy.
After the request for tow was made my partner sat and waited to open the gate for the towing company. Once the vehicle was hooked up he once again had to open the gate which takes a full minute to open. At no time did anyone come out or inform the tow driver to stop. If someone had come out we would have instructed the tow company to offer a drop fee for the release of the vehicle.
I was contacted about an hour after the vehicle was towed by Mr. who also threatened me with bodily harm. I ask if that was not an idiotic thing to say. He then went on another verbal tirade and I once again said that was a moronic attitude. I was forced to hang up on Mr. several times due to his abusive language but he continued to call back to the point where I could no longer answer the phone and had to let my voice maiI pick up. i provide a service to the residents and property management but that does not give license to an individual to make harassing or threatening statements to myself or my employees. Mr. was completely irrational and bordered on Violent during the whole of our conversation.
As to the "license" he is refering to it is the fictisous filing with the county of San Diego and not a license to do Business. I Have all the proper business licenses in the cities that require it. My company calls residents and guest of residents everyday to prevent their vehicles from getting towed. If this individual had followed the rules he agreed to upon move in we would not be have this discussion at this time. And once again this discussion board does not inform the Individual being defamed or libeled that they should probably respond. If it had not been for a friend looking information up I would have not known about this posting.
I provide a fair and honest service to the communities that contract with me and have continued to do so for over ten years. If I was shady or criminal in any way I would have been put out of business long ago!
