The documents seem very official and appropriate but they have no direct contact data to their office. No telephone numbers, no personal e-mails, no business addresses, only a P.O. Box.
After researching this NPRC on-line and finding no contact information, it became conclusive that this is a SCAM!
Finding the reports about this NPRC in Ripoff Report, I am convinced this is a SCAM.
It would be nice if legal action could be made to these individuals.
