Netspend This copany sent my 13 year old a credit card which he nor I ever applied for how he even got our information....I have sent this information to the credit bureaus and to the authorities. this is the AustinInternet, Texas

Talk to your Son

While you want to think the best of your son, it is very likely that he in fact did request the card, probably using false information, at a minimum lying about his age. Now, if he did do this and depending on what he used he may have just committed Identity Theft. So in you contacting the "authorities" they may actually turn around and investigate your son where he may be in some serious trouble..yes it is that serious.
Now, there are a couple of other possibilities. This could just be an advertisement, where he got on some mailing list that he was old enough to have this card, this may indicate that he is a victim of Identity Theft so a check to see if he has any Credit Reports may be a wise move as well.
