Northcentral University Stalling the progress toward completion of my doctorate Prescott Valley Arizona

I am currently working toward a Doctorate of Business Administration (DBA) degree at the Graduate School (GS) of Northcentral University (NCU). The issue is that NCU has been (I am beginning to think delibertly) delaying my progress by stalling on grading and feedback from my dissertation committee when I submit a draft for review. 

I think that NCU owes me feedback; consistent feedback that is beneficial.  I have turned in the "same paper" and received Satisfactory ("S") on the work, but after four reviewers of the paper had given me a grade of "S" the faceless and nameless Graduate School (GS) slams the paper.  Not just a few comments, but a suggestion that a total re-write was needed.  OK, lets not argue on which of the reviewers (4 to 1) was right or wrong in the comments made.  I took the latest comment from the GS seriously.  I stepped back and looked at my work.  Obviously it was not perfect, so to give it my best and do what I am supposed to do, and play by the rules, I rewrote the paper.

Now I go through three of four more "courses" (aka revenue stream) and receive a "S" satisfactory grade.  When the then Chair of my dissertation committee received the rewritten paper, the overall quality was reported back to me as being "Good". I addressed his one comment that required addressing by editing out 4 lines of writing to make the introduction exactly two pages (a bit picky, but what the hey, no big deal - right? - right!).  Now, I submit the paper again for my dissertation committee's Subject Matter Expert (SME) review. 

The reviewer's comments (not in writing, but through the Chair's note that was posted as a note to me when the paper was returned) was that I NEEDED A PROFESSIONAL EDITOR.  WHOA!!!  What happened?  Is this the same as before?  If it looks like a duck... well you know the rest.  Anyway, for two months (or more) I press my new "professional" Chair to straighten out this mess that the previous Chair (I am on my third Chair and have asked for a fourth) left and that NCU had allowed to happen through lack of oversight and internal control over the process of the Chair's transition. 

Now I get back the same paper from the SME saying everything is fine and that the paper is now ready for submission to the GS.  Wait, what happened?  All of a sudden, without warning the paper automatically goes from "needs a professional editor to OK for the GS"?  What is going on?  How am I receiving feedback sufficiently to pass a course, yet after almost two years of working on my Concept Paper (CP) (the first step of actually writting the dissertation process) NCU has kept stringing me along, taking my money, but not providing any kind of consistent feedback and monitoring of my progress.  The grading system says that I completed the course designated to be the CP (there is also a course labled CP which is required and is supposed to give you a head start on the actual dissertation).  I don't have an approved CP after two years, but NCU says I do since I passed the course.  Me thinks, something is rotten in Denmark.

Overall, NCU has been inconsistent in grading.  Without consistent feedback (or knowledge of why consistency is not warranted) my progress has been stopped dead in its track due to this.  I have been working on a CP for almost two years and NCU says I should be there in 12 weeks, but NCU says I am doing "S"  work.  I guess I am as long as I am paying.

There is another issue back during my Comprehensive Exam.  NCU messed up my schedule in the middle of the course by accident, locking out me and the Mentor (NCU's title for instructor) from the course room.  By the time the mentor and I were allowed back in to communicate with each other more than three weeks had passed but NCU refused to allow me those two or three weeks back, thus shortening the time I had to take the course, forcing me to take the course over again and yes paying for it again also.  Again, something is just not right about that.

I am almost to the end of a long ardous journey toward my degree, yet I get this sinking feeling that NCU is doing its best to slow my progress, soley to obtain revenue.  There is a pattern here of actions by NCU that do not appear to be in furthurence of my interest, which is to graduate.  I really think that I am doing what I am supposed to do and do it in a professional manner.  I do expect the same from everyone at NCU.
