You are kidding, aren't you?

You bring in 55 cartridges and actually expect to reap the benefits? Who are you kidding? You know you are trying to circumvent any reasonable policies. There's a limit at Staples and Office Max as well. This is fairly plain to see.
The intent is to bring customers in who are replacing one or two cartridges as they are emptied. The limits are there to prevent unscrupulous business employees from stealing all their business's used cartridges and benefitting for themselves.
This is the same type of limit to prevent wholesalers or dollar stores from buying supplies such as folders when they are5 cents @ or to prevent buying up an entire stock so as to prevent others from having access toa sale. All are very fair consumer policies.

Just an observation here...

Going by what the original poster wrote about turning in 55 ink/toner cartridges all at the same time and not being given the "rewards" for them...I am making the assumption here the OP did not receive rewards for ANY of the turned-in cartridges. (If I am in error on this point, please pardon me).
While I agree with what other posters have mentioned about the importance of "reading the fine print" (and what is posted in the store) relevant to limitations on the maximum number of cartridges a customer can turn-in each mnonth, I DO, however, find it a bit odd the storewould not at least have provided the "rewards" for the maximum # of cartridges that are allowed per month...eventhough therewards would bedisallowed for the remaining cartridges which exceeded the maximum at the time he turned them in.

Its in the fine print

If the only response is read the fine print then you have entirely to much time on your hands. If the goods or service is less than $100.00 then I do not care to spend my time reading the fine print when that information should be clearly posted and easy to understand. If I am sold a "bill of goods" then it is not my fault for not concerning myself with whatever legal mumbo jumbo you fall back on. If you as an employee do not make me aware of those things that are likely to happen and do not inform them then you have failed to do your job. Fine print is for cheats. My God people do we not understand or not capable of integrity.
I get this a lot in-store. Learn to read the fine print, and that goes for any customer. A smart consumer will *always* read the fine print; hell, even *I* read the fine print on our own policies, so I know what to expect when customers want to raise a concern about one of our programs.
It's clearly marked on the information packet that you're handed and on our advertisement signs all over the store, "Monthly limit of 20". If you want to cheat the system, create a second membership, that way you can do 20 on one, 20 on another, and 20 on yet another. It's not going to hurt us because you're getting the rewards, and we're getting the signups, so it's win-win.
Next time consider yourself before trying to cry foul.

You failed to read and understand the recycling policy!

If you returned 55 at once, you are at fault.
The recycle policy is CLEARLY posted at the service counter / register where you turn them in. There is a monthly limit which to the best of my knowledge was 10 per month as of my last visit.
WHO lied to you? After all you posted under the "liars" category.
It amazes me how many people scream "rip off" when there really is no actual rip off.
YOU are clearly at fault here for not getting your reward dollars, simply because you failed to read. They didn't "steal" anything.
