Ocwen Loan Servicing Non-dislcosure of recorded documents proving they own the mortgage Wilmington , Delaware

I am unable to obtain copies of recorded Assignments or Promissory Note since 2010- I have sent the written request 7 times and reqquested via telephone 3 times to no avail. My County records department shows only the original Mortgage from 1998 but no recorded documents regarding assignment for the loan.  I have been trying to lower the current interest rate of 10.25% and I am unable to modify the existing mortgage according to Ocwen unless I miss 3 consecutive payments in order to qualify for a hardship.  I absolutely refuse to ruin my credit, I have made all payments since 1998 on time.  I feel trapped and ignored.  I would be happy to join any class action suit against these people wanting me to ruin my credit in order to "qualify" for hardship.
