That is really strange. I would contact paypal and speak to someone there. I don't think they would close an account just to keep your 42 dollars for 180 days, that simply makes no sense.
As far as the rest of the funds on your green dot moneypak, that has nothing to do with ebay or paypal, they are just a place you can use it.
You can either A) request a refund..I got this info from moneypak.com
"You can submit refund request online. A refund check will take 7 to 10 business days to receive."
Or..you can purchase a prepaid visa or other credit card, load it up from the green dot account, and you are good to go, no credit check etc...
I understand your frustration with paypal in this case, and can not defend them or you without knowing the reason they have closed your account. They are pretty stringent these days in an attempt to cut down on fraud, and unfortunately that can inconvenience customers that are new. But I still have trouble believing they were out to keep your moneypak..that is your money and you do not have to give it to paypal.
Be honest now..did you have another account with paypal that is in bad standing? They are not in business of closing accounts unless they have a valid reason. They make their money by opening accounts, not closing them and issuing refunds. Just saying.

Your main issue seems to be hushmail. At least it seems you will get a refund from them, but it takes 180 days, that is a lousy policy since i do not see a reason why an email account needs to hold the funds that long due to cancellation, but it has nothing to do with green card or paypal in this case. They would have done the same thing regardless of any means of payment.
Now as far as loading the rest of the green dot funds into your paypal account, I can not find any terms that will allow paypal to keep the money. So why can't you load it into the paypal account and use it? It seems the funds are available for use instantly once you load it in, so what has paypal done wrong? I don't understand.
