We were never able to confirm who exactly BS Detector was at HACLA other than she was one of Patrice McConnell's HR hench bitches. Well it looks like Carolyn Chung started cleaning house and FIRED one of her own for having a recent FELONY CONVICTION for FELONY DUI and FELONY HIT AND RUN. Of course Patrice was well aware of the felonies and conspired with her to HIDE those convictions from HACLA in direct violation of the policies she was sworn to uphold. Was she BS Detector? Probably, but we may never know for sure. Here is the main problem with the Housing Authority. It is a FEDERALLY funded, STATE charted and LOCALLY administered agency which means there is non-stop finger pointing and NO oversight. Mayor Tony Vilar uses HACLA as a personal dumping ground for political hacks and a way to siphon money away from the poor and into the City's coffers for his own use. HACLA receives nearly ONE BILLION DOLLARS A YEAR to operate and yet look at how it is operating. Shameful. 20 years ago, HACLA's operated out of one building at 515 Columbia. Now look at it! 515 Columbia, 2600 Wilshire, 2500 Wilshire an office in Van Nuys and another in Torrance and yet the number of public housing units has remained virtually the same! Bloated government for no other reason than to spend money on themselves. And yet when we try to complain we are told by the City to botch to HUD, HUD says it is up to the City and HACLA says F**K YOU to everyone! 

If all of the folks identified in numerous reports of fraudulent spending are still there, and the mayor knows it, someone needs to ask him why! Patrice was hands down the nastiest, most ghetto acting person I'd ever had the displeasure of "meeting" in an H.R. capacity. Certainly, no one would have ever thought she was the Director! With such a sordid history of fraud and illegal activities being condoned, overlooked and/or encouraged, I'm very sorry for the good employees that still have to eek out a living there. It's sad, because the HACLA serves the underserved and people depend on receiving quality service. If only they knew (or cared) what those in charge thought of HACLA employees, they'd soon realize why sometimes their needs are not met with smiling faces. Hopefully, enough damaging information has finally been revealed where it would create a public uproar if the likes of Patrice remained a this public agency.

 Well, from what I know, not from what I heard, and judging from unfair portrayals which has only resulted in the author of this original post once again inviting character assassination by writing slanderous remarks against another executive staff member at the Los Angeles Housing Authority, it appears his accusations against Patrice McConnell are untruthful and without merit which yet again clearly contain many inconsistent remarks and blatant inaccuracies. 

  This means the only person who has any reasonable grounds to pursue a successful lawsuit against the Housing Authority of Los Angeles is none other than Patrice McConnell herself. In case you don't know, yes, while she may have resigned, she was forced out without due process. All because of malicious gossip and rumors. Let's look at the facts, shall we? All this originally derived from a complaint. While it appears appropriate investigation and proper review into any allegation was not conducted accordingly, the information they received was acquired through hearsay and rumors. It did not establish a probability that the termination, or in this case, the forced resignation was indeed justified. Let me make one thing very clear: Patrice McConnell was not fired. 

  After an extensive improper investigative interview, she made self-incriminating statements under duress. Too bad she didn't think quick enough and plead the fifth (amendment). I hear they got her on a technicality. I also hear she was asked to formally submit her resignation in writing "in the interests of pursuing greater and more prosperous career options." We all know what that means, don't we? This means somebody wanted her out. But who? And why? Well, because of jealousy and envy. However, in this case, Ms. McConnell was in fact forced to resign, which clearly indicates it was against her will. It should be made clear, Patrice McConnell did nothing wrong. There was no admission of guilt on her part. 

  It is unfortunate that this story, like all others always somehow seem to snowball way out of context which often results in incomplete facts and rumors which subsequently seem to originate from certain personnel up on the third floor. Yes, I am indeed referring to certain employees of the Human Resources department at HACLA who obviously have nothing else to do with their time, other than to sit around all day and fuel the fire with nasty rumors and innuendos that often result in unfair lengthy investigations against the accused. Where else would the original poster get his information from? The leaks are coming from Human Resources. 

  I hate to be the one to break the news, but had Patrice McConnell done her homework properly, she would have discovered that she didn't really have to resign. Yes, that's right. There are some obvious fundamental differences which would have clearly exonerated Patrice McConnell amongst Los Angeles Housing Authority administrative staff in any type of violation regarding the agency's written administrative policies. Patrice McConnell remains innocent. To date, any and all those applicants who claim they were not hired for various positions within HACLA still remain as "unidentifiable victims." They have every ample opportunity to accuse the Housing Authority of favoritism and bias, yet to this day, no one has come forward. 

  The burden of proof clearly rests with the LA Housing authority division heads who obviously wanted Patrice McConnell out of office, but in any possible civil proceeding against her, Ms. McConnell, like any civil servant within the Housing Authority is afforded due process. This was a clear cut and dry case of a rush to judgement. She was targeted and set up. What this means is, she has grounds for an appeal. This also means the story goes much deeper than one administrative employee who was caught dirty. There is a lot more to this. I smell a cover up. Something just doesn't add up here. I can tell you Patrice McConnell was obviously pressured under administrative investigation to make irrational statements which would inevitably come back to haunt her. Any admissions on her part behind closed door meetings between Human Resources Director Patrice McConnell and certain executive staff members, one being "kinky" Ken Simmons does not constitute any criminal act or civil wrongdoing. 

  She was framed. Plain and simple. And everybody knows it, yet nobody wants to talk about it publicly. This is why they all come to this forum to seek the truth. The definition of what allegedly transpired require a prohibited act, or a prohibited intent. None of which are even evident here. Nothing was ever proven. It was just mere speculation, that was all. I hear "kinky" Ken Simmons sent one of his cronies to watch over Ms. McConnell as she cleaned out her desk and erased all her computer files. It's too bad nobody ever thinks of looking into Ken Simmons' desk drawers, or even on his computer files! God knows what they might find him doing, or looking at on company time. Why did HACLA executive staff member Ken Simmons send one of his "yes men" to watch over Patrice McConnell while she cleaned out her desk? What were they really looking for? As an executive member of HACLA, it's too bad Mr. Simmons didn't focus on the real issues which are plaguing the Housing Authority. 

  Rumor has it "kinky Ken" was hoping to find a vibrator or some other sexual device possibly left behind in one of her desk drawers. No such luck, Ken. It is unfortunate that he invested painstaking investigation into the successful planned demise of Patrice McConnell when she is in fact not the one who was faking Livescan reports. She just happens to be a pawn in the bigger scheme of things, that's all. If Mr. Simmons would only have conducted a much more thorough investigation, he would know, the problem with hiring certain unqualified personnel goes much deeper than one Human Resources Director. 

  It is no secret amongst every single employee at the LA Housing Authority from the ground on up, that Ken Simmons, with all his frustration at struggling futile administrative leadership would love to know just exactly who is responsible for maligning his good name on the Internet. I have a friend who works near his office, (I won't name names) who knows someone....who knows someone else, who told me recently they actually heard Ken Simmons say that if he were given the proper amount of acetaminophen in safe doses, he would gladly and willfully sacrifice his left testicle in exchange for gaining reliable and truthful information as to who it is, that's responsible in publicly reporting about his unusual kinky sexual fetishes here on the Internet. Well, he needn't look very far. The source(s) are right under his very nose. But right now, that's the least of his problems. 

  Getting back to Patrice McConnell for a moment, the definition of what occurred with Ms. McConnell does not specify the violation or the act. From what I hear, the admission of any wrongdoing on her part was coerced. And from what I understand about the LA Housing Authority, the statutory definition of a specific violation must include a description of the prohibited act. This simply means, the description within HACLA policy must be sufficiently specified to allow any person, or persons from committing any said such violation of Housing Authority rules. The requirements of specificity clearly contradicts any executive action taken against Ms. McConnell and contrasts with any possible civil proceeding against the LA Housing Authority on her part.  

  Simply put, this unreasonable action against Patrice McConnell by certain executive staff at HACLA can easily lead to civil liability and possible future punitive damages for unjustified and wrongful termination, or unfair forced resignation. Either way, Ms. McConnell can proceed with a civil law suit in an effort to get reinstated at her position with the LA Housing Authority, or opt to walk away with a severance pay in the form of a huge check, much the same way Rudy Montiel when he got caught with his hands in the cookie jar. This can result in a win-win case for Patrice. 

  The LA housing Authority's policy and procedures manual in unwarranted or illegal acts regarding any type of alleged misconduct of this nature appears to be vague and ambiguous. The requirement of an act is an important part of HACLA executive policy. Ms. McConnell should not be punished for merely thinking about the violation. And from what I was told, she admitted to thought process only, regarding the act, nothing more. The commission of a violation such as what Patrice McConnell was accused of, requires that the thought be turned into action and the act must be one that is therefore distinctly detrimental to the Housing Authority which harms or jeopardizes the department as a whole. In other words, they used her as a scapegoat. She has been the subject of malicious hostility from certain personnel within HACLA who wanted her out of that position. 

  There was really no level of intent here on the part of Patrice McConnell, only implied intent. She simply mentioned something to someone, who in turn mentioned it to someone else, who also mentioned it to someone....and so on. It should also be mentioned here, that the level of intent varies with the level of admission, which in turn varies with the degree of the alleged LA Housing Authority policy and procedure violation. It is also not a case of malice aforethought, as the act or intent was either mentioned through hearsay, idle gossip, or in this case, pressured from coerced admission to executive HACLA staff members from Ms. McConnell herself. 

  In mentioning Patrice McConnell's caving to unwelcome and unwarranted pressure which resulted in irrational and untruthful statements to get the heat off, the issue of her mental state at the time of any investigative interview is something which also has to be fully examined and scrutinized. The element of intent, if any, should have been paramount in determining the degree of administrative punishment toward Ms. McConnell. So, her state of mind at the time of the alleged violation is a contributing factor in legal recourse in regaining her job back. 

  All alleged violations against Patrice McConnell If anything, are non-existent and does not extend to any elements of existing HACLA policy violations. This means executive staff members at the Los Angeles Housing Authority systematically failed at establishing any burden of proof which was beyond a reasonable doubt. Hearsay, or coerced admissions under pressure is not evidence beyond a reasonable doubt. This burden of proof is one of the primary distinguishing differences between Patrice McConnell and the decision that was made in attempting to get her to resign. Throughout this witch hunt, didn't it once occur to Ken Simmons that there does exist the presumption of innocence on Ms. McConnell's part? The executive staff at HACLA had the burden of proving every element of Patrice McConnell's administrative violations, but in reality failed to do so, as Ms. McConnell was under so much pressure in telling them what they wanted to hear.

This is a copy of an official complaint made against That Sleazy Sylvena back in 2007. It looks like nothing changed.

Sylvena Parker (Local President) has misappropriated union funds for her personal gain. Specifically, she has retained herself as a "consultant" to Local 143, paying herself a monthly fee. This fee has been disguised as a "servicing consultant fee" on the local's treasurer's report. We are also informed that Sylvena Parker is improperly using unions funds to pay herself a storage fee for keeping union records at her home. Sylvena Parker has drained the local resources for her personal financial gain. In addition to charging the local a monthly "consultant fee" she is also released nearly full-time from the city to perform her union duties. Sylvena Parker is engaging in a double-dipping scheme at the expense of Local 143 members.

The Bill of Rights for Union Members state, "members shall have the right to a full and clear
accounting of all union funds at all level. Such accounting shall include, but not be limited to, periodic reports to the membership by the appropriate fiscal officers and periodic audits by officers elected for that purpose or by independent auditors not otherwise connected with the union". Sylvena Parker, president of Local 143, have not allowed for or reported the results of an audit of the local for several years. Members have been denied a clear accounting of funds or periodic audits as required.

Article VII, section 5 of the local's constitution states, "The trustee shall make or cause to be made at least semi-annually an audit of the local's finances and shall report to the membership on the results of such audit". Sylvena Parker has failed to call for election of Trustees and the membership have not received the results of any such audit as required. The local is operating without the required Trustees to safeguard the union funds.
