It appears to me that the scammer you are looking for - People's Credit First, aka Consumer Preferred - have been investigated and removed now: http://www.ftc.gov/opa/2003/11/peoplescredit.htm
I know it's an old report but I just wanted to clarify that First People's CFCU is not involved.
