The store allowed an unauthorized person to purchase tires, and other items with my visa debit card that has my picture on it. I do not understand why they would allow a customer to make a purchase using a visa debit card with out asking for another form of identification, as well as a pin number. I have been violated by the unauthorized usage of my visa card. I believe the person may know someone with in this particular store because they passed several Pepboy locations to complete this transactions without having proper identification to decline the purchase. I would like my money back. I have reported this to Pepboy Corporate Offices, nothing has been done, and it has been reported to my local police department. I've also spoken with the manager who suggested that I speak with the corporate office in reference to this matter. I would like assistances with the return of my $700 transaction.

I used to be a Sales Associate for Pep Boys (in Kenwood, Ohio). Usually, if the customer was paying with a credit card, they swiped it themselves and I wouldn't have handled the card at all. And you can't really trust the cashier to protect you. Most of them are underpaid and have to deal with so many idiots that they could care less.

You are completely wrong. Any company that is authorized by a card issuer to accept credit/debt payments is responsible for adhering to the issuers guidelines, and for Visa, Mastercard, and Discover that means several things.
1. Ensuring that the card is signed.
2. Ensuring that to the best of your ability, the user IS the owner of the card.
That means that in the case of cards with photo id included, making sure the photo matches the person using the card.
Failure to adhere to these guidelines could result in the businesses suspension from accepting credit card payments.

You should speak with the corporate office. It also brings into question the nature of the transaction though. Was the "unauthorized user" a family member? Was the service done on YOUR car? How did they get your credit card? Your story doesn't sound convincing which is why they recommend that you speak to the corporate office (it's a get-you-out-of-my-hair tactic).
Along with corporate office, you should also speak with the local law enforcement. If this individual is using your card, don't you want it on report?

If a purchase is made without your authorization then you need to dispute the charges with your bank or credit card company to get the charges reversed.
